THE ROLE

In the Department of Agriculture, this class is accountable for managing multiple federally funded grants. Considering the number of grants and the complexity of the application, administration and financial reporting process for each, the Department has a need for a Grants And Contracts Specialist with the expertise to monitor, report and manage the Department’s grants. This position consists of planning, preparation, and management of grants and contracts, including liaising with department program staff, management, the Department of Administrative Services (DAS), the Office of Policy and Management (OPM), and the Office of the Attorney General (OAG).

In this position you will be accountable for performing a full range of tasks, including being accountable for performing as a specialist in planning, drafting, implementation, management and evaluation of multiple federal grant programs where responsibilities are assumed for program development, liaison and coordination with federal, state and community agencies and organizations, program implementation and administration, and program monitoring and assessment.

The Grants And Contracts Specialist will provide more consistency and accountability in the entire process, from project development to application submission and would be required to report to the Department’s DAS assigned grant fiscal administrator and work closely with our federal partners and agency staff on program reporting requirements.

The selected candidate for the position will have the opportunity to work in a fast-paced environment while devoting their time to securing necessary funds for critical programs which support, monitor and protect the health and safety of agriculture products, businesses, and domestic animals. The selected candidate will also have the opportunity to work closely with very talented and devoted public service employees in multiple subject areas and bureaus.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency, this class is accountable for performing as a specialist in planning, implementation, management and evaluation of a large complex grant program or group of programs in one field where responsibilities are assumed for program development, liaison and coordination with federal, state and community agencies and organizations, program implementation and administration, program monitoring and assessment.

EXAMPLES OF DUTIES

The Grants And Contracts Specialist will be responsible for performing specialized duties in the area of grants and contract management.

The responsibilities will include:
  • Performing research to support the application for or the disbursement of grants including needs analysis, literature review and regulations critique to identify problems and determine priorities
  • Developing alternatives
  • Gathering information related to program area
  • Developing goals and objectives, evaluation standards, timetables, other program components and department policy for program area and individual projects
  • Preparing grant proposals
  • Monitoring use of grant monies awarded to agency to ensure adherence to all terms and conditions
  • Facilitating direct granting process
  • Providing technical assistance and acting as resource person to grant contractors
  • Evaluating program proposals and applications for conformance with regulations and state goals
  • Recommending funding amounts and corresponding budgets
  • Preparing contracts and agreements related to grant activities
  • Monitoring and assessing ongoing programs for conformance to reporting requirements, general budget and timetable guidelines and program effectiveness
  • Preparing and approving quarterly and annual reports in cooperation with agency staff
  • Attending meetings of appropriate state, local and regional organizations and performing other liaison functions to coordinate efforts in program area
  • Performing related duties as required

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of grant preparation and administration; considerable knowledge of program evaluation and monitoring functions; knowledge of research methods and techniques; some knowledge of budget preparation and monitoring; considerable interpersonal skills; considerable oral and written communication skills; ability to utilize computer software; some supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of experience in planning, implementation and/or management of grant programs on a community, state or federal level.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Experience in federal and state grant application development and contract preparation, review and administration
  • Experience in grant program evaluation and monitoring
  • Experience providing assistance regarding grant contract administration
  • Experience in budget preparation, and monitoring for grants and contracts
  • Experience preparing quarterly and annual financial reports required by federal and state programs
  • Experience utilizing federal grant software
  • Experience leading staff
