Description:

The purpose of the Grants Fiscal Coordinator position within Lee County Utilities is to manage and track pre and post award grants along with other sources of funding while also performing day to day fiscal duties.

This position is internally known as a Sr. Fiscal Officer and the ideal candidate will have experience or knowledge in the following areas: federal and state grants and requirements (including FEMA), grants accounting and reporting, budget development and tracking, audit and records retention compliance, and basic fiscal functions. The ideal candidate will also be able to work well as part of a highly professional team and be able to maintain constant communication with multiple departments.

The purpose of this class within the organization is to provide high-level oversight of financial activities for a department, function or division. This class works under general supervision, independently developing work methods and sequences.

Duties and Responsibilities

  • Reports to Fiscal Manager and provides assistance with grants, other sources of funding, audits and budgets for Operation and Capital Improvement Projects (CIP)
  • Researches and develops new funding opportunities for Lee County Utilities.
  • Tracks all grants and funding sources from beginning to close out (application, deliverables, reimbursements, reporting and close out)
  • Assists with grant/funding workflow approvals (Agenda Item Reports, Agreements/Amendments, Change Orders, etc.)
  • Participates in relationship and strategy building with grant funding agencies
  • Manages fiscal aspects of all grant and debt funded CIP projects; tracks expenditures and works closely with Fiscal Pool, Finance and Procurement
  • Coordinates grant compliance of other federal requirements, such as the CFR (Code of Federal Regulations, Part 200), Davis Bacon reporting and reconciliation, BABA (Build America, Buy America) and AIS (American Iron & Steel)
  • Coordinates with other internal departments for information sharing, project development and funding compliance reporting
  • Works with County’s consultant on FEMA projects due to Hurricane Ian
  • Responsible for coordinating FEMA reimbursements, documentation requirements, tracking, reconciliation, and records retention
  • Assists with fiscal tasks related to debt funding (i.e. SRF application process and reimbursements and Bond draw downs and arbitrage rules and regulations)
  • Works with Procurement and staff to implement and manage Annual Federally Positioned Emergency Contracts
  • Leads internal and external audits and Schedule of Expenditures of Federal Awards (SEFA) reporting
  • Manages internal Records Retention program
  • Co-manages fiscal duties with other Sr. Fiscal Officers to include monthly fiscal reports, PO requests, internal fiscal inbox workload, and other ancillary routine duties
  • Assists in development of capital and operating budgets
  • Attends professional growth seminars/webinars
  • Performs other duties as assigned

Education, Experience, Licensing

  • Requires any combination of education and experience equivalent to a Bachelor's Degree in accounting, finance or closely related field and one year accounting, bookkeeping or closely related experience.
  • Possession of a valid driver’s license and an acceptable driving record is required.

Supplemental Information

  • The workdays and hours for this position are Monday - Friday 8:00 am - 5:00 pm.
  • Experience with JD Edwards; OneWorld, OnBase/Unity, QuickBooks, and MS Office (with advanced knowledge in Excel), software programs is preferred.
  • Experience with grant funding, state and federal requirements and audits is preferred.

Job Type: Full-time

Pay: $60,000.00 - $97,404.22 per year
