POSITION: Health & Human Services Director

SALARY: $55.57 /hr- $75.10/hr

REPORTS TO: Executive Director

LOCATION: Nespelem, WA

Basic Functions: Plans, organizes, directs, and integrates health care and behavioral health, education, and prevention programs that enhance the health and well-being of tribal citizens. Develops proactive programs, service delivery, and health information to improve quality of life.

Qualifications

MINIMUM QUALIFICATIONS:

Education and Training:

  • The position typically requires a Master of Science degree in a health related field with coursework in medical environment, public health, health care finance, business, or related field and eight years of progressive experience working in the field of health and human services including experience and knowledge of long term care and outpatient/inpatient mental health services.

Knowledge, Skills, and Abilities:

  • The position requires advanced specialized professional knowledge of theories, principles, and practices of physical and behavior health, of aging and geriatric services, and of health care issues that dominate Indian populations.
  • Requires knowledge of health care types to integrate services with primary health, dental, alternative care, and other services.
  • Requires well-developed knowledge of policy development.
  • Requires working knowledge of budget management, financial projections, and revenue and expense analysis.
  • Requires knowledge of budget preparation, managing, and reporting.
  • Requires knowledge in PL93-638, and other State and Federal contracting and reporting associated with the health care services provided by the division.
  • Requires knowledge of grant writing and grant administration.
  • Requires proficiency with computer skills including, but not limited to, word processing, spreadsheets, email, and databases.
  • Requires knowledge of communications and outreach methods and techniques..
  • Requires knowledge of personnel management, supervision, and evaluation.
  • Requires skill at solving complex problems that involve consideration of tradeoffs and effects on services and people.
  • Requires advanced math skills to read and interpret financial statements, and prepare and interpret statistics.
  • Requires advanced language and prepare complex and decisive reports.
  • Requires well-developed human relations skills to prepare and deliver formal presentations to large and diverse audiences, conduct training, and to build productive and effective work teams.
  • Requires knowledge Tribal cultural milieu and the ability to manage staff and client relationships with respect to Tribal culture and traditions.
  • Requires the ability to plan, organize, integrate, and supervise physical and mental health, geriatric and convalescent care, and social programs centered around education, prevention, access and support.
  • Requires the ability to effectively manage resources, to prepare, manage, and report budgets, including grant reporting compliance.
  • Requires the ability to lead and direct the work of others to create a team atmosphere.
  • Requires the ability to encourage others to seek opportunities for different and innovative approaches to addressing problems and opportunities.
  • Requires the ability to liaison and work closely with all relevant segments of the community, program staff, and administration in respect to promoting, furthering, continuing, and maintaining the assigned programs.
  • Requires the ability to exhibit tact, courtesy, and patience in those relationships.
  • Requires the ability to communicate effectively in English, both orally and in writing, while giving presentations, instructions, and explanations to individuals, and small or large groups notably when connecting to improve the skills of the community demographic.
  • Requires the ability to utilize acceptable written English language skills including standard usage, syntax, grammar, spelling, and punctuation.
  • Requires the ability to write clearly and concisely.
  • Requires the ability to work with a culturally and economically diverse population of people regardless and be sensitive to tribal cultures.
  • Requires the ability to maintain productive and cooperative working relationships with others especially in the community, including teens, young adults, seniors, and those with diverse educational, socioeconomic, physical, and emotional backgrounds.

Note: Pursuant to Tribal Policy, if this position is safety sensitive it is subject to pre-employment drug testing. In addition, this position is subject to reasonable suspicion and post-accident drug testing.


TRIBAL MEMBER AND INDIAN PREFERENCE WILL APPLY; PREFERENCE WILL ALSO BE GIVEN TO HONORABLY DISCHARGED VETERANS WHO ARE MINIMALLY QUALIFIED.


If required of this position, you must possess and maintain a valid Washington State driver’s license and be eligible for the Tribes’ Vehicle Insurance. In addition, this position may be subject to pre-employment background clearances. If applicable, these clearances must be maintained throughout employment.
