The Commonwealth Center for Children & Adolescents (CCCA) is seeking a Hospital Health, Safety, and Environmental (HSE) Risk Manager to develop, implement, administer, and maintain overall staff and patient safety management plans at CCCA.

CCCA is a 48-bed facility and is Virginia’s only public acute care psychiatric hospital for patients 17 and under. We are located in the heart of the beautiful Shenandoah Valley and conveniently located at the crossroads of I-64 and I-81. https://visitstaunton.com

Our mission is to provide high quality age-specific acute psychiatric evaluation, crisis stabilization, and intensive short-term treatment that empowers children and their families to make developmentally appropriate choices and that strengthens children’s hope, resilience and self-esteem.

The HSE Risk Manager will actively evaluate known and evolving risk factors to patients and staff; investigate events that resulted in risk to patient or staff safety or health; develop plans for addressing risks; implement policies, procedures, and training to mitigate risks; and constantly evaluate and seek to improve the overall safety of the facility for patients, staff, and visitors. The HSE Risk Manager will report directly to the Director of Quality Assurance and Performance Improvement, and will participate in strategic planning, implementation, and evaluation of facility safety goals as described in various Hospital Strategic and Safety Plans. This position will work closely with the Infection Preventionist, Security Director, Human Resources, Buildings & Grounds, and others to facilitate hospital safety controls, evaluate data, develop and support safety improvement initiatives, provide feedback, and advise the Leadership Team to ensure compliance with requirements of Joint Commission, OSHA, and other regulatory or accreditation bodies. Using a collaborative approach, they will ensure compliance safety policies and procedures consistent with recognized regulatory standards in order to maintain a safe and healthy hospital environment.

Specific duties will include:
Assist the Director of Quality Assurance and Performance Improvement in developing and carrying out Health and Safety Performance Improvement (PI) priorities, including supporting, modeling, and motivating others to participate in Safety Improvement efforts. Record risk management efforts and accomplishments for internal/external review.
Conduct formal and informal investigations and Root Cause Analysis of adverse incidents or accidents which could have or did lead to harm, loss, or damage to a patient, visitor, or staff, especially Sentinel Events, and submit thorough reports of findings and recommendations to resolve operational deficiencies.
Develop Safety, Risk Management, and Emergency Management plans and procedures.
Provide regular reporting and feedback to managers, Center Environment Committee, and other CCCA Staff with data on center-wide safety performance including summary of critical/sentinel events, daily incidents, safety inspections and deficiencies, assessment of trends, recommendations for action, and outcomes of previous and ongoing safety initiatives.
Maintain detailed knowledge of facility insurance coverages and act as a liaison with the facility’s insurance carriers, DBHDS Risk Management, and Office of the Attorney General in order to participate in evaluating claims and analyzing actual and potential risk for liability, determining the probability of legal action by complainants, and making recommendations for payment or settlement in order to minimize losses to CCCA.
Assures that all safety inspections and emergency preparedness drills are documented, and deficiencies successfully remediated with corrective action plans.
Plan, develop, and implement facility-wide education program for risk management that includes both initial orientation training and continuing in-service education in safety and emergency management.
Assures hospital compliance with Joint Commission Emergency Management standards, to include annual update/review of Emergency Operations Plan, COOP, HVA, Environment of Care Plan, Risk Management Plan.
Serves as back up to Center Abuse and Neglect Investigators, providing Facility Director with investigative reports and evidence related to the investigation, and coordinates with DBHDS Human Rights Advocate and DSS as needed.

Minimum Qualifications

The successful candidate will bring an in-depth knowledge of State & Federal policy, procedures, rules and regulations pertaining to Hospital Risk Management, Joint Commission, OSHA, CMS, Human Rights, NFPA Regulation and Life Safety Code, and Hospital Emergency Management.

They must demonstrate sound interpersonal and communication skills, initiative, leadership, professionalism, decision-making, and managerial/business skills necessary for the role.

Specific requirements include:
Bachelor’s degree in healthcare, Public Health, Safety Management, Public Administration, or other related field is required.
Experience working in some aspect of hospital safety, risk management, or emergency management required.
Good investigative techniques with strong interviewing skills and the ability to collect, manipulate, analyze, and interpret data.
Must possess strong writing skills and have the ability to create reports, policies, and procedures in a clear, concise, and extremely organized manner.
Ability to develop and provide training; plan and integrate quality related activities of various departments.


Preferred Qualifications:

Masters degree in one of the above fields preferred.
Safety or risk management field certifications such as AHA Risk Management or other certification preferred.
Program management experience strongly preferred.
