Amentum is the contract service provider to the DOJ ICITAP and Overseas Prosecutorial Development, Assistance and Training (OPDAT) programs.

POSITION SUMMARY:
Amentum is currently seeking a qualified candidate to serve as EXBS Strategic Trade Control Expert supporting partners in Algeria. The STC Expert will maintain regular contact (at least every 4-6 weeks) with the Algerian officials responsible for implementing and enforcing STCs. They will also mentor the Algerian officials on the practical implementation of STCs and provide analysis, recommendations, and guidance on national control list, industry outreach, and licensing and enforcement matters. The expert will provide input to the Algerian officials and assist in the development and drafting of legislation, including the main law, implementing regulations, guidelines, SOPs, export and import control lists, license applications and reporting forms, as required.
JOB DUTIES AND RESPONSIBILITIES:
- The STC Expert will be expected to travel Algeria on an as-needed basis.
- However, activities under this contract will be conducted in-country as well as virtually.
- Virtual engagements will be conducted in various formats e.g., one-on-one meetings, group consultations, webinars, video conferences, workshops, seminars, training courses and written consultations, among others.
- All activities will be coordinated through and an in consultation with EXBS Rabat.
- The STC Expert’s job assignment will include the following duties:
- Maintain regular contact (at least every 4-6 weeks) with the Algerian officials responsible for implementing and enforcing STCs.
- Mentor the Algerian officials on the practical implementation of STCs and provide analysis, recommendations, and guidance on national control list, industry outreach, and licensing and enforcement matters.
- Provide input to the Algerian officials and assist in the development and drafting of legislation, including the main law, implementing regulations, guidelines, SOPs, export and import control lists, license applications and reporting forms, as required.
- Ensure that the Algerian officials understand the context of any measures adopted so that they can fully meet international standards and best practices.
- Advocate steps necessary to build and maintain an effective STC licensing and enforcement system in Algeria.
- Required Deliverables:
- Provide monthly written summaries of engagement with the Algerian officials, including situation reports on the status of implementation of controls.
- Provide After Action Report (AAR) at end of PoP with status of STCs in Algeria and recommendations for future engagement.
- Upon request, provide copies of presentations, draft recommendations for legislation, including implementing regulations, SOPs, guidelines, and written answers to inquires received, if applicable.
REQUIRED SKILLS AND QUALIFICATIONS:
- Minimum of 20 years of experience in STCs and nonproliferation matters based on international frameworks.
- Tangible, direct experience in establishing STC systems.
- Experience providing mentorship and guidance on international development and technical assistance projects.
- A minimum of 3 years of experience working in North Africa, remotely or in-person.
DESIRED QUALIFICATIONS:
- Experience building and managing relationships with foreign partners in an overseas setting.
- Direct familiarity with EXBS’s STC work.
