RECRUITMENT ANNOUNCEMENT

POSITION: Income Maintenance Caseworker II FNS program (will accept work-against) & Income Maintenance

Caseworker II Program Integrity (will accept work-against)

Two different IMC II Positions
GRADE: 61

BEGINNING SALARY: $38,793.28 for fully qualified IMC II; $35,136.27 for IMC I work-against

LOCATION OF POSITION: Social Services Building, 2793 Caratoke Highway, Currituck, North Carolina 27929

POSITION AVAILABLE: January 1, 2023

MINIMUM TRAINING AND EXPERIENCE REQUIREMENTS:

For IMC II- One year of experience as an Income Maintenance Caseworker; or an equivalent combination of training and experience. Will accept work against.

For IMC I work against- Graduation from an accredited associate degree program in Human Services Technology, Social

Services Associate, Paralegal Technology, Business Administration, Secretarial Science, or a closely related curriculum; or graduation from high school and two years of paraprofessional, clerical or other public contact experience which included negotiating, interviewing, explaining information, gathering and compiling of data, analysis of data and/or performance of mathematical or legal tasks with at least one year of such experience being in an income maintenance program; or graduation from high school and three years of paraprofessional, clerical or other public contact experience which included negotiating, interviewing, explaining information, the gathering and compiling of data, the analysis of data and/or the performance of mathematical or legal tasks; or an equivalent combination of training and experience.

JOB DESCRIPTION: FNS - The primary purpose of this position is to administer the Food and Nutrition public assistance program to county citizens. The program helps individuals and households with limited incomes buy food according to policy driven eligibility criteria. The position completes all three functions in the Food Nutrition Service program (FNS) for the Social Services department including intake, processing, and review. The position manages an on- going caseload. This position may also be responsible for administering the Energy Program, which includes the Crisis

Intervention Program (CIP) & the Low-Income Energy Assistance Program (LIEAP).

Program Integrity - The primary purpose of this position is to investigate allegations of public assistance fraud within the following programs administered by the department: Food and Nutrition Services, Work First, Medicaid, Special

Assistance, Child Care Subsidy & Energy Assistance. This position carries a small Adult Medicaid caseload and performs all eligibility functions including intake, processing, and reviews.

SPECIAL JOB REQUIREMENT: Employment drug test, driver’s history screen and criminal background check required of finalist applicant(s). Selected candidate must become NCFAST certified by completing the NCFAST Core

Functions Examination within 90 days of employment. Must receive a passing score of 70% to become certified.

I. PRIMARY PURPOSE OF POSITION:

FNS

Primary purpose of this Income Maintenance Caseworker II position is to complete all three functions in the Food Nutrition Service program (FNS) of the Social Services department. This position may also be responsible for administering the Energy Program, which includes the Crisis
Intervention Program (CIP) & the Low Income Energy Assistance Program (LIEAP).

This position is not a supervisor or lead worker.

II. DUTIES AND RESPONSIBILITIES:

A. INTAKE/PROCESSING

1. Take and process applications for the Food Nutrition Service Program, and the Energy
Programs if you have that responsibility. Includes data entry in the NC Fast Case
Management System.

2. Explain programs to client to ensure proper understanding by applicant.

3. Refer applicants to other helpful resources within and outside the agency.

4. Complete all required workbooks, forms and data entry necessary for the intake.

5. Assist applicants on obtaining required information to complete their applications, within the normal 30-day processing time period for FNS.

6. Screen each application taken for FNS for expedited service (7 day processing period).

7. Input all necessary information/evidence in the NC Fast system by following the appropriate Job Aids.

8. Complete an ongoing documentation of client/case history in the record & in NC Fast.

9. Compute a budget to determine eligibility for FNS & allotment amount.

10. Send proper manual or system generated notice to inform client of application outcome.

11. Conduct home visits to complete applications, if necessary.

12. Ensure proper forms are mailed to applicants in allotted time frames.

13. Have a thorough knowledge of Food Nutrition Service policy, Electronic Benefits Transfer
System and possibly the Energy Programs if you have that responsibility.

14. Use the information available in NC Fast to track all pending applications.

15. Approximately 10% of all application dispositions are reviewed for accuracy.

B. ON-GOING CASELOAD

1. Maintain an on-going Food Nutrition Services caseload.

2. Process reviews for the Food Nutrition Services caseload. Includes data entry in the NC
Fast Case Management System.

3. Complete reviews by face to face interviews (when required), by mail or by telephone.

4. Complete electronic matches and all required forms needed.

5. Compute budgets to determine ongoing eligibility and allotment amount.

6. Update or add evidence in NC Fast as needed using the appropriate Job Aids.

7. Document the review or change in situation in the client/case history and in NC Fast.

8. Make a home visit to complete a review, if necessary.

9. Evaluate cases for possible fraudulent activity forward these cases to the fraud worker.

10. Take appropriate action on each change in situation reported per policy, and make the necessary changes in NC Fast.

11. Inform other departments of a client’s change in situation.

12. Work several reports:

(a). FRR – Financial Resource Report
(b). UIB – Unemployment Insurance Benefits
(c). SSN Validation/Discrepancy Report
(d). VA Match Report
