Duties

  • Incumbent applies experience and advanced technical knowledge applicable to his/her discipline to accomplish assignments and to develop plans and techniques to improve programs and policies. Performs multiple, varying, and complex assignments under the limited direction of a manager. Applies experience and advanced technical knowledge applicable to his/her discipline to accomplish assignments and to develop plans and techniques to improve programs and policies. Understands how his/her technical area interacts with or is affected by other disciplines, and considers the objectives of the major subdivision and LOB/SO when developing, integrating, and implementing solutions to diverse, complex problems. Provides recommendations to improve work processes. Contributes to the preparation of management/technical reports or contractual documents, and may communicate the overall results of a project or work activity to FAA management, industry, and other external parties. Resolves all but unique technical problems without the intervention of management or a more experienced technical specialist. Identifies and informs management of problems that require their attention. Often develops and recommends techniques to address problem situations. Work is reviewed periodically, typically at major milestones and at completion, for technical compliance and alignment with the requirements of the project or other work activity. Collaborates with Air Traffic Systems Operations, Technical Operations National Operations Control Center (NOCC), Program Management Office (PMO), and other Tech Ops personnel as needed, regarding scheduling & execution of NAS Aeronautical Information Management System (NAIMES) and TFMS maintenance activities ensuring little to no impact to NAS operations. Assists with reviews and improvements to processes associated with the day-to-day operations and transition of NAIMES and TFMS services. Coordinates the transition of Remote Monitoring and Logging System (RMLS) ticketing for NAIMES and TFMS and Departure Spacing Program (DSP) to the Enterprise Services Desk. Reviews NAIMES and TFMS outage reports for accuracy of reporting and content, and correlates outages to NAS interruptions. Ensures RMLS entries are entered and updated to reflect the most accurate information for NAIMES and TFMS Enterprise Service Interruptions. Participate in RMLS and ticketing enhancement initiatives as needed. Participates in regularly recurring Team meetings and provides updates on NAIMES and TFMS related issues. Participates in monthly NAIMES and TFMS PMRs and provides input on contract performance and makes recommendations through the Manager and COR. Must be able to effectively express ideas and resolve divergent viewpoints with tact and diplomacy. The ability to prepare acceptable written material is required. Incumbent may be required to be available for call back and emergency restoration after hours.
  • Work well with others team members and across other organizations.
  • Provides day-to-day support to operational National Airspace Systems (NAS) under NAIMES and TFMS.
  • Provides and oversees monthly chart cycle updates to critical TFMS and NAIMES systems.
  • Provides scheduled and unscheduled critical support to proprietary java applications and complex NAS systems, providing primary and disaster recovery services located at the Mike Monroney Aeronautical Center in Oklahoma City and the William J. Hughes Technical Center in Atlantic City New Jersey.

To qualify for this position at the FV-I band you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H, FG/GS-12. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience for this position includes:

  • Applies NAS experience and specialized knowledge, as well as an understanding of new technologies and methodologies, to solve complex system problems and develop improved processes or systems. Ability to support a 24x7 coverage in the event of unscheduled outages impacting critical Notice to Air Mission (NOTAM) services.
  • Proficient in NAS Enterprise Network Gateway (NESG) infrastructure, networking protocol as per FAA approved network standards.
  • Experience installing and configuring enterprise storage devices (EMC) and brocade devices (switches) supporting critical 24x7 NAS systems.
  • Proficient with enterprise products such as IBM Websphere, Tomcat, Postgres, Glassfish, Oracle, veritas.
  • Proficient with NOTAM services such as the Federal NOTAM System (FNS), United States NOTAM System (USNS), Aeronautical Information System Replacement (AISR).
  • Provides 24/7 Enterprise network operational support for NAS systems through monitoring and overseeing critical services and applications. Ensures all procedures and actions taken protect the integrity of the NAS. Maintains enterprise perspective of service impact and relates issues as necessary. Maintains real-time awareness of events affecting customers and overall service impact. Documents and reports potential impacts of NAS enterprise events.
