Position Summary/Purpose of Position:
The Innovative Technology Deployment (ITD) Systems Architect is a highly technical, specialized position requiring knowledge of the National Intelligent Transportation Systems architecture, large-scale computer systems architecture, systems development methodologies, systems and network management, contract development, contract administration and technical project management skills.
This position primarily supports Maryland’s Virtual Weigh Station (VWS) program, which is the largest operational VWS program in North America. The network has been expanded to a total of twenty-one (21) operational sites between the Maryland State Police (MSP) and Maryland Toll Authority (MDTA) starting in 2007. These VWS locations currently provide blanket coverage for commercial vehicle enforcement operations statewide. The position also requires the selected individual to work on the anticipated modernization of these sites to include new quartz digital sensors and tire anomaly systems, license plate readers, and USDOT readers for the next iteration, which may include automated enforcement.

In addition, this position requires providing technical and associated project management functions required to support the ongoing delivery of ITD, specifically:
  • The ITD Systems Architect is required to develop and maintain the statewide ITD architecture as part of the Maryland and National ITS Architecture. This effort requires participating as a representative between the State Highway Administration (Motor Carrier Division which oversees the ITD program) and:
    • the Maryland Department of Information Technology (the developer of the State of Maryland Technical Architecture)
    • the Maryland Department of Transportation (serves as a member of the department’s Configuration Management Board)
    • the University of Maryland (primarily coordinating with the Center for Advanced Transportation Technology Laboratory)
    • any ITD related projects with multiple general contractors and approved vendors
    • FMCSA, FHWA, and VOLPE technical, project management, architecture configuration and control board, and any related meetings, conferences and exchanges required in support of the ITD program.


  • The ITD Systems Architect will work on site with the Division Chief, Motor Carrier Division daily as well as manage project and architecture development, software development, network development and systems maintenance in accordance with the relevant ITS National Architecture and Maryland Systems Development Lifecycle Architecture.
  • The ITD Systems Architect represents the Maryland State Highway Administration on required national transportation and ITS related committees.
  • To continue to lead efforts to coordinate local and state agencies in the development of statewide and nationwide ITS capabilities, through the national ITD program committees
  • As requested by the Division Chief, to present the activities of the MD SHA ITD Program at professional meetings and other forums, the Transportation Research Board, the local and national ITD IT workshops, and any other workshops and committees deemed required
  • To coordinate research activities conducted at the University of Maryland under the subject contract to ensure their timely completion and responsiveness to the needs of the SHA
  • To participate in research activities relevant to the MD SHA ITD program such as the development of enhanced systems for electronic screening, License Plate Reader (LPR) and DOT number recognition, weigh-in-motion, thermal brake imaging, and other components for expanded ITD
  • To aid in the development of training and educational programs as required by the SHA in supporting ITD related projects and applications

Minimum Qualifications:
Education and Experience:
  • A B.S.E.E. or related degree in Information Technology, Computer Sciences, or Electronics, with understanding of intelligent transportation infrastructure is required, along with a minimum of eight (8) years of experience in a mid-level project and program management capacity.
  • A Bachelor’s degree in another related discipline may be substituted with at least ten (10) years of experience.
Knowledge, Skills, and Abilities:
  • Cursory knowledge of finance and contractual document development (program plans, requests for bid proposals, maintenance contracts as related to the program, related documents, proposals and presentations) are also required.
  • Strong interpersonal skills, ability to manage and coordinate projects between multiple teams and disciplines, presentation skills for technical and non-technical meetings and seminars, and the ability to maintain relationships with our customers (Maryland State Police, Transportation Authority Police, Motor Vehicle Administration, Comptroller’s Office, The Secretary’s Office, and other MDOT modals) are required.
