This is a professional position under the day-to-day supervision of the local Chief Probation Officer and serves at the discretion of the Office of Probation Administration.
Responsibilities include matching juvenile service needs and funding options relative to out-of-home care/placement and behavior health services in conjunction with the referring probation officer, analysis of provided services, and research to identify and develop interventions, best practices, and services at the district level. Utilizes assessment instruments completed by probation officers and case staffing to identify funding streams for out-of-home care/ placement and/or wrap around services based on needs and behaviors. Provides consultation and assistance to officers with difficult to place juveniles. Conducts aggregate review of service outcomes to determine level of efficiency and gap existence. Based on this analysis and research concerning placement or behavioral health service needs, makes recommendations for interventions, best practices, and new services to be implemented. Maintains detailed specific statistical information regarding the potential resource needs of juveniles. Recruits providers and encourages improved service delivery by collaborating and communicating with the Juvenile Resource Specialist, staff, families and juvenile justice stakeholders. Presents information to staff, juvenile and families, providers and other stakeholders on types of services and benefits available or aspects of assistance programs and services to educate and inform those involved on services available.
REQUIREMENTS: Bachelor's degree in the social sciences, criminal justice, or related fields and three years' experience working in a probation system or related organization including at least one year of experience in the areas of quality assurance, community planning, resource/funding development, or service provider utilization.
PREFERRED: Master's degree in criminal justice or social/behavioral sciences. All educational credits must be granted from an accredited institution approved by the U.S. Dept. of Education.
Knowledge of federal and state laws, rules, regulations, policies, programs and services pertinent to resource development, Medicaid/Managed Care System, community based resources, and services. Ability to plan, coordinate, monitor, and prioritize resource development assignments, consult, plan, and interact with the court, staff, providers and other stakeholders, ability to develop effective placement/service plans, analyze assessment instruments, match service needs and funding options and develop recommendations to resolve service inefficiencies and/or coverage gaps. Knowledge of resource development case management practices and principles and community resources. Ability to establish and maintain positive relationships with staff, service providers, and other juvenile justice stakeholders, communicate effectively with a variety of individuals, research and analyze information, prioritize work, work independently, motivate others, and ability to organize and maintain a caseload; develop creative solutions regarding services to meet the needs of children and families.
