Job description
Project: “EU Global Support Facility for Nationally Determined Contributions (NDCs)”
NDC Facility Objective: To strengthen EU partner countries transition towards low-carbon, resource efficient and resilient economies and livelihoods in line with the EU Green Deal, the Paris Agreement, the Sendai Framework for Disaster Risk Reduction (DRR) and the Sustainable Development Goals.
NDC Facility Purpose: Under the auspices of INTPA (and EU Delegations), to support the design, update and implementation of NDCs, LTS & related strategies in line with international frameworks, ensuring alignment with the EU Green Deal, the Paris Agreement, Nationally Determined Contributions (NDCs), the Sendai Framework for Disaster Risk Reduction and UN 2030 Agenda for Sustainable Development/ Sustainable Development Goals (SDGs).
Position: Long-Term Non Key Expert on Mitigation/MRV Systems and Paris Agreement Article 6
Qualifications and skills
- University degree (Master’s or equivalent) directly related discipline;
- Knowledge of the key international processes and instruments of the international climate change regime. These include, among others, the UN Framework Convention on Climate Change and the Paris Agreement
- Knowledge of the EU development cooperation policy for development. These include, among other, the Global Gateway and the Green Deal
- Ability to operate in the English language (C2 level)
- Ability to operate in French, Spanish or Portuguese (B2 level) is an asset
General Professional Experience
- They have a minimum of 10 years of experience in climate change mitigation and sustainable development nexus in the context of international cooperation.
Specific Professional experience
- Solid knowledge and experience of strengthening MRV systems at the country level, including ETF and optionally, Art. 6 rules.
- In-depth knowledge on climate change negotiations, IPCC guidelines and UNFCCC institutional set-up.
- A minimum of 5 years of experience in at least two of the areas of expertise mentioned below;
- Support to upgrade and implementation of NDCs or long-term (mid-century) low green-house gas emission development strategies;
- Advice, technical support and analytical work related to the development of carbon market and non-market mechanisms, carbon market readiness, carbon taxation, Emissions Trading Schemes;
- Analytical work and/or concrete implementation of GHG emissions inventories at sector and national level, monitoring, reporting and verification systems in the context of NDCs;
- Carbon footprint calculations at project and/or product level, methodologies for the Assessment of Project GHG Emissions and Emission Variations;
- Experience in multi-country programmes is an asset;
- Previous experience with EU-funded projects is an asset;
