Job Description Summary
Works with business units to create Education and Outreach strategies for Medi-Cal Rx. Determines how communication, education and outreach activity plans should be executed to provide information and awareness around Medi-Cal Rx topics and shapes plans to reach target markets and stakeholder populations. Applies broad knowledge of Medi-Cal Rx, Medicaid and the healthcare industry.
Job Description
- Oversees the design and implementation of outreach education and activities in consultation with California Department of Health Care Services (DHCS), vendors, and stakeholders.
- Researches, develops and maintains materials for education and outreach activities including Training Plans, Provider Welcome Packets, and Provider Manuals.
- Assists outreach team with the development of training programs, including materials and delivery venue(s) suitable for the given topic and audiences that includes local live seminars, recorded seminars, e-learning (computer-based training) services, and, Medi-Cal Rx system interactive/classroom.
- Monitor and evaluate the effectiveness of each education and outreach activity/session conducted.
- Maintain comprehensive education and outreach registration and attendance records.
- Serves as the subject matter expert within the internal learning team on issues related to the contract and the outreach population.
- Identify areas of improvement within the education and outreach content to reduce provider confusion or errors.
- Attend special events or forums identified by California Department of Health Care Services (DHCS).
- Provide the logistical support, scheduling, administration, coordination, event planning functions, equipment, materials, supplies and technology necessary to address training needs
Responsibilities
- Minimum 5 years of relevant experience with a Bachelor's degree OR 9 years of relevant experience without a degree.
- 2+ years of training experience.
- Ability to provide leadership and direction to other team members.
- Demonstrated application of instructional design and adult education and training concepts.
- Ability to convert abstract ideas into concrete solutions, and ability to communicate technical information to non-technical customers.
- Proven ability to interact effectively with and positively influence organization leadership.
- Excellent facilitation and classroom management skills.
- Strong technical (computer systems) skills and understanding of computing concepts (file structure, saving versions of files, tracking changes, advanced MS Office features).
- Ability to travel as needed.
- Strong working knowledge of MS Office (Word, Excel, PowerPoint)
- Superior organization and planning skills.
- Exceptional communication skills including presentation, public speaking, and facilitation skills.
- Experience delivering classes face-to-face as well as remotely with the ability to engage the audience and have a high energy level.
- Ability to establish credibility with provider community and collaborate and partner with leaders.
- Experience with Web-based Training.
- Experience with Learning Management Systems (LMS).
- Experience authoring/editing clinical training and delivering clinical training to providers.
- Prefer candidates who have worked with California Department of Health Care Services (DHCS), Fee for Service Medicaid and/or Managed Medicaid experience.

Potential pay for this position ranges from $72,130.00 - $115,410.00 based on experience and skills. Pay range may vary by 8% depending on applicant location.
