Job Summary
This full-time position located at Forestville-Mystery Cave State Park, near Preston, Minnesota exemplifies the pillars
of park management including an extensive and complex interpretive operation, a robust and intensive resource
management function, and exceptional recreational opportunities. The 17-mile horse/hike trail system is one of the
most heavily used equestrian systems in the nation, and the horse camp is the busiest public overnight horse facility
in Minnesota. Historic Forestville (a state historic site operated by the Minnesota Historical Society) is nestled in the
heart of the park. Many visitors using the traditional campground and camper cabins utilize the nearby Root River
Trail system and the Root River Water Trail. The park, along with its satellite Lake Louise, hosts an exceptionally
diverse resource base including rare plant and animal communities, pristine trout streams, striking bluffs, abundant
cultural features, and best exemplifies karst topography including Minnesota's largest known cave, Mystery Cave.
This combination of resources and activities creates a diverse, challenging, and fulfilling work environment. Success
depends on continual collaboration with internal and external partners.

This supervisory position entails directing park staff and managing the budget and assets of the park operations to
provide the best possible outdoor recreation experience for park visitors; conservation of the natural and cultural
resources within the park; and ensuring that park operations support the goals and mission of the park system and
the Department of Natural Resources. The incumbent is in charge of a geographic area that is large in size and
scope, having diverse programs, budgets, facilities, specialties and staffing. A Supervisor 4 directs and manages
programs, operations, and policies that are extremely complex and constantly changing in a fast-paced environment.
The Supervisor 4 has a responsibility for administrative oversight and has professional, support, and a supervisory
assistant. This position embodies the highest challenges, interest, potential, and reward for the field ranger.

Responsibilities include:

  • Exercises authority in supervising staff and equitably administering labor plans and agreements.
  • Provides administrative oversight of fiscal management, planning, policy development, and grant
administration in collaboration with others as needed.
  • Collaborates with others to develop, direct and evaluate the implementation of resource management
programs.
  • Directs design and implementation of development, maintenance, operational, real estate, and rehabilitation
activities and programs.
  • Directs and responds to enforcement, emergency, visitor, interpretive and public relations services and
activities.
  • Establishes internal and external partnerships, facilitates consensus building and conducts other duties as
assigned.

Minimum Qualifications

  • Current (ONE YEAR) experience as a Natural Resources Supervisor 4 – Parks

OR

Bachelor’s or advanced degree in Natural Resources Management, Parks and Recreation, Natural Science,
Communications, public relations, business management, political science, public administration, social science,
education, interpretation, or closely related field and THREE YEARS professional level experience in a natural
resources setting, agency or organization; including budget development and fiscal management, work planning and
partnership and visitor management experience and THREE YEARS of supervisory experience in a governmental
agency, or in a natural resource setting, organization or agency.

  • Conflict resolution skills/experience
  • Writing skills sufficient to communicate work plans, proposals, and reports.
  • Oral communication skills sufficient to communicate work requirements to individuals and groups.
  • Organizational and administrative skills sufficient to organize diverse elements or work and perform tasks
within administrative requirements.
  • Project management skills sufficient to ensure projects are organized, tracked and completed on a timely
basis.
  • Ability to work collaboratively and uphold the culture of respect.
  • Fiscal skills sufficient to administer budgets and track expenditures and/or income.
  • Ability to comprehend laws, rules, policies and procedures.
  • Knowledge of natural and cultural resource requirements, including interpretive programs.
  • Understanding of safety requirements as they relate to working with a variety of equipment and machinery.
  • Word processing skills sufficient to draft memos, letters, etc.
  • Spreadsheet skills sufficient to create, modify and manipulate spreadsheet data.
  • Ability to perform physically demanding tasks and operate in adverse and extreme environments.
  • Ability to operate and maintain a variety of vehicles, shop and office equipment.
  • Ability to treat employees inclusively in the areas of accommodation, scheduling, expectations,
individualized resource needs, training, and development.
  • Ability to set long-term and short-term goals and objectives that equitably empower all employees,

stakeholders, and the public.

Preferred Qualifications

  • Experience managing complex budgets with fund integrity, setting operational work goals, and managing
geographically large operations in a diverse and fast-paced environment that includes collaboration with
subordinates and other staff.
  • Three or more years of direct supervisory experience equivalent to a Natural Resources Parks and Trails
Supervisor 2 or Supervisor 3.
  • Experience with managing and responding to emergency situations.
  • Successful completion of leadership and/or supervisory training offered by the DNR or comparable
programs.
  • Experience in natural resource management and ecological restoration.
  • Extensive experience planning, leading, and implementing a successful employee safety program.
  • State or Federal burn boss qualifications and/or two or more years of Basic Firefighter experience.
  • One or more years of experience in cave operations.

Physical Requirements

Requires occasionally lifting such articles as file boxes and heavy hand tools or heavier materials with help from
others and/or lifting and carrying light objects frequently. Even though the weights being lifted may only be a
negligible amount, a job in this category may require walking or standing to a significant degree or may involve sitting
most of the time with a degree of pushing and pulling of arm and/or leg controls. Able to navigate crevices, tight
passageways, squatting or kneeling, and climbing for extended periods of time.

Additional Requirements

This position requires an unrestricted Class D Driver’s License with a clear driving record.
