This position is located at Riverside Living in Wood Village. The schedule is typically Monday through Friday, 8:30 a.m to 5:00 p.m.

Essential Function

The Program Manager II is responsible for overseeing and maintaining day to day operations of Riverside Living ECF. The role of the Program Manager II is to oversee and provide mental healthcare to residents living in an enhanced care facility that have a high co-occurrence of mental health, complex medical conditions and significant ADL needs, while supporting a Trauma Informed Care environment. With the high prevalence of trauma among individuals receiving mental health services, it is required the Program Manager understand the effects of trauma on health, coping, and other aspects of the lives of those we serve. This position has a leadership role in inter-agency program development and oversight. The Program Manager II explores, evaluates and cultivates program and staff development using research based, best practices or evidence-based models of care in specialized residential services settings. This position involves participation and implementation of program goals and objectives to promote a strengths-based, client centered approach to assisting residents in achieving individual goals and ultimately transitioning to a less restrictive setting. The Program Manager II will also have an assigned case load of individuals.

  • Contribute to the development of annual goals and objectives for the program which are consistent with the strategic goals of Cascadia Behavioral Healthcare, and the department(s) to which the Program Manager is assigned.
  • Assist the Clinical Director and Senior Director in developing policies, procedures and systems to support agency goals and objectives for residential services.
  • Determine staffing requirements, recruit, hire and train staff. Establish work plans and priorities for staff members and assesses the progress of staff members and takes corrective action as needed. Conduct performance reviews for staff members.
  • Oversee daily operations and provide training and guidance to staff to ensure that program goals and objectives are met.
  • Assist community partners and stakeholders to resolve interagency and systems problems.
  • Assist Cascadia administrative and operations staff in developing policies and procedures to support operations throughout Cascadias residential programs.
  • Monitor the overall effectiveness of the program(s). Assist in the implementation and evaluation of changes that increase the level of service, overall efficiency and reduction in costs.
  • Evaluate, recommend and implement methods, systems, procedures and treatment strategies to manage costs. May have some responsibility for developing new sources of revenue.
  • Prepare reports that reflect key data points for the Clinical Director and Senior Director or other stakeholders as required/requested.
  • Maintain research orientation and serve as the main link between program operations and the translation of best practices or evidence-based models of care into service delivery models utilized.
  • Lead and model crisis interventions in crisis situations as appropriate. Follow emergency protocols and procedures and coordinate with the treatment team interventions which support a trauma informed environment for residents and staff. Practice and demonstrate competency in avoidance, preventing escalation to avoid crisis situations or to neutralize crises in progress.
  • Model therapeutic interventions and counseling with residents as needed or directed and assist staff members by helping to resolve difficult client/program situations.
  • Assure that staff members document and maintain electronic health record (EHR) and ancillary records in a manner that assures compliance with all agency policies, program procedures and local, state, and federal regulations. Maintain accurate and up-to-date documentation associated with billing, assessment, treatment, residents progress and other activities, as required.
  • Provide group therapy, skills training and model group facilitation skills for other staff members.
  • Provide individual therapy and therapeutic interventions as directed by residents Service Plan. Assist residents in the development of their Individual Services and Support Plan, and if clinically appropriate, complete Safety Plans, and Behavioral Support Plans; conduct behavioral health assessments and perform case management duties.
  • Coordinate treatment and continuity of care with community stakeholders, guardians, representatives from the legal system, hospital care, medical care, and other community based agencies in order to assist with the treatment needs of clients on case load.
  • Respect and honor client rights and responsibilities and demonstrates professional boundaries and ethics.
  • Demonstrate responsibility for safety of residents, staff and property; possess familiarity with fire regulations and evacuation procedures.
  • Adhere to mandatory abuse reporting laws and HIPAA requirements.
  • Complete annual employee training requirements on a timely basis as indicated in the licensing requirements for the facility as well as agency requirements. Attend seminars, training and other educational opportunities in order to develop professional skills and abilities.
  • Participate in all scheduled staff meetings, supervision sessions, and other departmental and agency meetings.
  • Perform other duties as assigned.

Role Specific Responsibilities

  • Provide individual clinical and administrative supervision to staff per agency protocol.
  • Establish annual operating budget, plan for revenue, and establish strategic goals for successful operation. Revise goals as circumstances dictate.
  • Responsible for the maintenance and preservation of facilities, equipment and supplies working within agency fiscal policies.
  • Responsible for operating in compliance with city regulations, state licensing standards, county requirements or other applicable guidelines and internal policies and standards.
  • May be asked to perform non-violent physical interventions or holds when the need arises.
  • Participate in on-call rotation as needed.
  • If QMHP, serve as directors designee in the respective counties that the program(s) operate in.
  • Assess potential referrals from local hospitals or various state hospital locations (applicable to ECFs).

Education:

Preferred: A Masters Degree in a behavioral science field from an accredited college or university. Demonstrate the competencies to become credentialed as a Qualified Mental Health Professional (QMHP) as outlined in OAR 309-019-0125.
Required: Meet the requirements to become credentialed as a Qualified Mental Health Associate (QMHA).

Experience:

A minimum of three years of clinical experience providing services to a population struggling with mental health is preferred. Previous supervisory or leadership experience required.

Specialized Knowledge, Skills and Abilities:

  • Conduct a Mental Status assessment and formulate a diagnosis according to the most current DSM
  • Understand recovery model, motivational interviewing, illness management and recovery, evidence based practices, and strength based case management philosophies and strategies.
  • Operate computer hardware and software at a level needed to effectively perform job functions
  • Enter data and retrieve data
  • Prepare reports

Other:

Possess a valid drivers license, three year driving history; clean driving record, ability to pass Driver Motor Vehicle (DMV) check and complete the Cascadia online Defensive Driving course.

Able to perform CPR, First Aid, and properly use AED equipment. CPR/ First Aid certifications are required and must remain current.

Working Conditions

Work is performed in residential and office settings. Daily routines may be unpredictable and will likely require the employee to perform various of the sites functions and, on occasion, perform the tasks of other employees as needed. Meal periods and breaks are subject to interruption. Universal Precautions and remaining alert to the environment are critical to address the potential for violent behavior, exposure to disease, biohazards, noise and contaminants.

Mental Demands:

The work assigned is diverse and involves addressing new and unusual circumstances in which outcomes may negatively affect costs, employee morale or clients. The work regularly involves a degree of unpredictability and disruption of planned tasks requiring a flexible time management approach.

Physical Demands:

Activities and structure support community integration assisting residents in continued growth for successful independent living. The Program Manager must have the ability to assist residents in participating in a variety of services, as well as skill building outings and accessing community resources. The Program Manager III must have the ability to assist the team in providing safety to all residents and staff in potentially volatile situations.
