MTSI is seeking a SME level Program Manager to provide support to the Open Architecture Management Office at WPAFB, Ohio. The SME Program Manager’s primary focus will be to provide a wide range of program management, technical, and support services for this office. This individual will be responsible for balancing the many factors that influence a program’s cost, schedule, and performance; to interpret and tailor application of directives and regulations; and to ensure that high-quality, affordable, supportable, and effective products are developed, produced, and sustained throughout the lifecycle.

Responsibilities:
Duties to be independently executed include but are not limited to:
Apply knowledge and experience in pre-acquisition definition and capabilities integration of requirements, program management principles, and policies/procedures to assist the procurement of systems, sub-systems, and equipment throughout the total life cycle, in compliance with current Air Force regulations and guidelines.- Support technical research and development activities and acquisition as needed for implementation of program direction.
- Manage all phases of the development, production, and/or development of systems, sub-systems, or equipment, to include assisting in all aspects of contract award and contract modifications to other.
- Support the OAMO with outreach and coordination with adopting programs and ensure program equities are included in prioritization of OAMO efforts.
- Assist in development of all award documentation, milestone planning, tracking, scheduling, briefing preparations, staff coordination, and decision documentation preparation. The PM will assist in surveillance of prime and subcontractor performance and in determining program progress and communicate recommendations to the government.
- Support the OMS/UCI Standards development and maintenance, training materials development, and interfacing with HHQ, program offices, research laboratories, FFRDCs, and academia. The PM will gather data, conduct analyses, evaluation, and validations of acquisition programmatic documentation, and assist in accessing modeling databases and performing analyses.
- Assist in complying with tasks related to all aspects of the Joint Capabilities Integration and Development System (JCIDS), CONOPS, architectural views, security accreditations and certifications, acquisition reports, program management agreements, and memorandum of agreements. The PM will assist the program office in complying with applicable statutory and regulatory guidance.
- Assist in the creation and approval of acquisition strategies, program planning and creation, early capability development strategies and project planning, and the transition support planning of open architecture standards/gov’t reference architectures within the USAF.
- Perform other duties as assigned.
Qualifications:
Required Skills:
- 10-15 years acquisitions experience with at least:
o 10 years in a systems program office/similar organization (dedicated matrix support to a PM, PEO, DCMA program integrator).
o Knowledge of Agile software development / software development acquisition.
o Knowledge of Agile software development / software development acquisition.
- Must have Secret/SAR clearance from the start, and must be capable of obtaining TS/SCI clearance.
- Must be versed in export, ITAR, and foreign disclosure policies.
- Experience working on classified and special access programs.
- Self-starter who thrives in a dynamic environment, can accomplish high-level tasks independently, and works well with other team members, members of the Senior Executive Service, and senior military officers.
- Ability to coordinate with both internal and external organizations to accomplish common goals.
- Ability to multi-task, respond to quick turn-around requests, and produce quality products.
- Proficient in Microsoft Office products (Word, Excel, PowerPoint, Project, Teams).
- Excellent verbal and written communication skills.
- Desire to learn new tools and adopt digital engineering business practices
Desired Skills:
- 15+ years acquisitions experience
- Knowledge of current DoD acquisition regulations/policy and applicable Federal Acquisition Regulations.
- Knowledge of the Air Force Life Cycle Management Center’s framework, directives, and policies
- Additional training, education and/or experience in the following areas:
o Agile
o Model-based Systems Engineering (MBSE) and/or Digital Engineering
o Production, Quality, and Manufacturing
o Configuration Management
o Reliability and Maintainability
o Performance-Based Logistics
o Test and Evaluation
Education Requirement:
- Baccalaureate degree in business/management, engineering, or other applicable field.
Security Clearance Level Required: Must have Secret/SAR clearance from the start, and must be capable of obtaining TS/SCI clearance.
