Provisional Promotion: one year of permanent service as a Program Specialist 1 (Cannabis).

Provisional Open Competitive:
A bachelor’s degree in accounting, business administration, economics, finance, public health, public policy, health administration, health policy, public administration, biology, microbiology, sociology, political science, analytics, statistics, epidemiology, horticulture, chemical engineering, agriculture, plant sciences, communications, urban studies, criminal justice, or psychology, AND three years of experience in a regulatory compliance/oversight entity where your major job responsibilities (over 50%) included two or more of the following: accounting and auditing; investigating and/or inspecting regulated entities and facilities; interpreting and explaining policies, rules, regulations, or laws to organizations, government or corporate officials, or individuals; policy analysis and research; surveillance; quality assurance that included evaluating whether projects met/are meeting requirements that included risk assessment; providing professional level economic development products or services; community outreach which included vulnerable populations; negotiating and/or approving contracts or agreements with suppliers, distributors, federal or state agencies, or other administrative control processes. A master’s or higher degree in one of the specialized fields listed above may substitute for one year of experience.

Duties Description
Reporting to a Program Specialist 3 (Cannabis), the Program Specialist 2 (Cannabis) will be responsible for overseeing and participating in inspecting, auditing, and performing a full range of compliance duties for the region assigned (Albany/Buffalo/NYC). The Program Specialist 2 (Cannabis) position will perform licensee inspection of physical facilities, monitor adherence to program regulations, development of guidance documents and statement of findings and other duties ensuring licensees are complying with public health and safety best practices.

  • Serve as subject matter expert.
  • Review and approve standard operating procedures, checklists, and other documents pertaining to the cultivation, processing, manufacture, distribution, transport, dispensing, delivery, and sale of cannabis.
  • Review enacted legislation to determine the impact on unit operations and meets with management to determine needed changes and solutions for implementation.
  • Take the lead in implementing new regulations, legislation, and work process improvement initiatives to Program Specialist 1 (Cannabis).
  • Maintain and update policies and procedures and work with staff to disseminate communications in an accurate and timely manner.
  • Perform internal controls testing of unit functions to ensure that all procedures are being performed accurately and efficiently and recommend additional security and changes as needed.
  • Coordinate and supervise compliance checks of applicants, licensees, and permit holders.
  • Develop tools and resources that reflect the most current and innovative information on methods for reducing cannabis related harm including brochures, fact sheets, manuals, posters, training curricula, videos, bulletins, and podcasts that span all aspects of public health and harm reduction for medical, adult-use and cannabinoid hemp.
  • Work with staff to develop messages for at-risk and vulnerable populations.
  • Work with other State agencies, such as the Department of Environmental Conservation, Department of Agriculture and Markets, Department of Tax and Finance, Department of Health and Division of the Budget, on issues related to cultivation, manufacturing, distribution, transporting, dispensing, and selling of cannabis.
  • Perform a full range of supervisory responsibilities.
