The preferred candidate will have Supervision and Management experience in Vocational Rehabilitation.


This position may be filled as either a Probational or a Job Appointment (open to all qualified applicants); a Promotion (open to all statewide classified and Agency-wide permanent status employees); or by Detail to Special Duty . Current permanent status, classified employees may be required to accept a Probational appointment if selected. If filled as a Job Appointment, there is a possibility that this position may be converted to a P robational Appointment should funding becom e available.

Qualifications

MINIMUM QUALIFICATIONS:
A baccalaureate degree plus six years of professional level experience in social services, teaching, counseling, human resources, nursing, recreation therapy, music therapy, physical therapy, art therapy, rehabilitation instruction, rehabilitation evaluation, or worker's compensation dispute resolution, four years of which must have been rehabilitation instruction, counseling, or evaluation experience. Two years of the specialized experience must have been at the supervisory level.
SUBSTITUTIONS:
A baccalaureate degree in rehabilitation counseling will substitute for one year of the required general experience.
A master's degree in any field will substitute for one year of the required general experience.
A master's degree in rehabilitation counseling will substitute for one year of the required general experience.
Specialized and advanced degrees will substitute for a maximum of one year of the required general experience.
NOTE:
There is no substitution for the degree.
NOTE:
Any college hours or degree must be from an accredited college or university.

To serve as the assistant to the Rehabilitation Services Director.

Direct line over Rehabilitation Bureau Administrators.

May be used by state agencies with rehabilitation counseling functions.

Job Distinctions:

Differs from Rehabilitation Services Director by lack of final responsibility for the organization.

Differs from Rehabilitation Bureau Administrator by providing statewide administrative direction and control of all programs and subprograms which includes the general rehabilitation program as well as the blind rehabilitation program.

Examples of Work

Serves as the assistant to and acts in the absence of the Rehabilitation Services Director.

Assists the Rehabilitation Services Director in planning and directing the development and implementation of comprehensive statewide programs for providing services to clientele.

Analyzes program objectives and directs operation of all bureaus within the organization to include staff services, client services, special projects, training and fiscal operations.

Directs the development and recommends changes in existing programs and/or procedures to ensure that implementation and operation of organizational programs are consistent with federal, state, departmental and internal guidelines, policies and objectives.

Confers with federal, state and local government officials, legislative committees, medical professionals, advocacy groups and community leaders to explain the organization and its policies and to promote the philosophy of rehabilitation.

Directs a variety of complex studies and makes recommendations to the Director regarding innovative rehabilitation technology, philosophy and procedures.

Represents the organization at meetings with both public and private entities.

Develops final budget recommendations and program justification for the Director's approval.
