Home Forward is seeking a Rent Assistance Services Coordinator to support Home Forward's strategic and operational objectives in the following ways:
Coordinate and perform leasing, case coordination, and/or program specialist services in support of the Home Forward's housing assistance or other programs, including working with HCV participants in the GOALS program.
Objectives are program based, vary with program regulations and needs, and may include, for example: to plan, oversee and coordinate activities of a specially funded and/or mandated programs or grants such as Section 8, Family Self Sufficiency (FSS), Opportunities Housing Initiative (OHI), or Resident Opportunity and Self Sufficiency (ROSS); to determine program eligibility, conduct interim and annual eligibility reviews; to coordinate housing inspections and initiate termination procedures for program violations; to explain and interpret Home Forward rules, regulations, policies and procedures to applicants and participants; and to perform a variety of technical and administrative tasks relative to assigned area of responsibility.
In this context, the incumbent in this position will collaborate with others at all levels of the organization and with external stakeholders in the consideration of significant goals, concepts, initiatives, and other activities that profoundly affect Home Forward, its employees, and the people that it serves.
Some of the Essential Job Functions include:
Oversee, plan, coordinate and provide program services and activities for specially funded and/or mandated Home Forward programs including, but not limited to, Rent Assistance, Section 8, Small Business Support, Family Self-Sufficiency (FSS), Opportunity Housing Initiative (OHI), Resident Opportunity and Self Sufficiency (ROSS) or Section 3 Resident Employment programs.- Coordinate and perform a variety of services in support of the Home Forward's leasing and case coordination programs; determine program eligibility, conduct reviews, coordinate housing inspections and initiate termination procedures for program violations.
- Assist in the development and implementation of program goals and objectives; establish schedules and methods for providing assigned program services; and implement policies and procedures.
- Complete a variety of housing assistance eligibility reviews; verify documentation needed to determine continued eligibility for assistance; verify inspection papers; audit files for personal data needed; analyze and verify information reported for accuracy: calculate income in order to determine tenant rent; interpret and compute utility allowance.
- Schedule and complete a variety of housing assistance eligibility appointments for applicants and participants; collect and verify appropriate documentation and information; determine if applicant is eligible for assistance; explain program rules and regulations.
- Receive and review requests for transfer of housing; conduct eligibility reviews and prepare 30 day notices in accordance with State law; collect and verify appropriate documentation and information; explain vacancy notice process to applicants and landlords.
- Other tasks as assigned.

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education:
Equivalent to Bachelors OR Associate OR post high school trade/specialty studies. Alternative education and experience qualifications welcome.
Experience: Three years of increasingly responsible customer service experience with at least one year of experience in social services with an emphasis in direct client work that supported individuals, families, or case coordination.
License or Certificate:
Possession of, or ability to obtain, an appropriate, valid driver's license.
PHYSCIAL DEMANDS AND WORKING ENVIRONMENT:
Environment:
Duties are performed in a program office, public housing, or affordable housing property site and may involve day-to-day interactions with distressed, disabled, and abusive clients. Position environments also include normal office setting with some travel to attend meetings. Do home visits, or conduct appointments with program participants.
Physical:
Incumbents require sufficient mobility to conduct home visits, work in an office setting and operate office equipment; perform repetitive motion of wrists and hands; travel to various locations to conduct appointments with residents.
Vision:
Vision sufficient to read small print, computer screens and other printed documents.
SUPERVISION RECEIVED AND EXERCISED:
Receives direction from assigned program supervisor.
Regular full-time employees and part-time employees working more than 20 hours per week have the option upon hire of selecting one of two health insurance plans. Health, vision, alterative care, and vision coverage is effective the first of the month following the date of hire.
Currently, Home Forward offers medical and vision coverage through Kaiser Permanente and Providence Health Plans. Dental coverage is offered through Kaiser and MetLife. Coverage is available for employees, their families and domestic partners.
Retirement Plan
Employees are eligible to participate in the PERS' Oregon Public Service Retirement Plan (OPSRP) after completing a six-month waiting period and working at least 600 hours per calendar year. Home Forward contributes both the employer and employee contribution amounts for all eligible employees. Employer Sponsored Time
Effective January 1, 2023, employees normally scheduled to work a full FTE (40 hours per week) are eligible for 2.5 hours of Employer Sponsored Time (EST) per week. This will reduce the work week to 37.5 without a reduction in pay or accurals. The intention of EST is to allow flexibility and achieve more balance. EST is intended as a way for employees to manage personal needs during the week. There are no restrictions about how EST can be used. When illness and medical appointment occur, we encourage employees to use other forms of paid leave in addition to their EST.
Paid Parental Leave
???????Regular full-time employees working at least 32 hours a week that have worked for Home Forward for one year and are approved for a leave for pregnancy disability or prenatal care, parental leave, leave to care for a spouse or partner experiencing pregnancy disability or needing prenatal care, and/or the adoption of and/or placement of foster children will receive a single credit of 160 hours (4 weeks) of sick leave per leave year added to their sick leave bank on the pay period after Home Forward's approval of their leave.
Deferred Compensation
Employees may also participate in Home Forward's 457 Deferred Compensation plan, a tax-deferred retirement savings option available through payroll deduction. We contribute a $750 match to your deferred compensation/457b plan each year.
Tuition Reimbursement Program
Home Forward believes that providing training and educational opportunities for all employees will enhance the agency as a whole. Any regular employee scheduled to work at least 20 hours a week is eligible for the Tuition Reimbursement Program.
Time Off
Home Forward provides 16 paid holidays each year.
Sick leave accrues at the rate of 4.34 hours per pay period for regular full-time employees, or the equivalent of 13 days per year.
Paid vacation leave accrues at the rate of 3.34 hours per pay period, the equivalent of 10 days or two weeks per year for the first five years of employment. After six months of employment, an additional 3 personal days are added to your vacation balance, and then every first of the year thereafter. Part-time employees accrue sick and vacation leave on a pro-rated basis.
Flexible Benefit Plans
In addition to health, dental and vision insurance, employees may be eligible to participate in flexible spending accounts. The pre-tax payroll deductions can be used to pay for qualified healthcare or dependent day care expenses up to the maximum per plan year as established by the IRS.

Short-term and Long-term Disability Insurance
Short-term and long-term disability insurance is available to all regular employees working more than 20 hours per week.

Regular full-time employees are provided with life and accidental death and dismemberment insurance. Home Forward pays the full cost of basic employee coverage (up to $150, 000). Supplemental coverage is available for the employee, spouse and/or domestic partner or children of the employee at the employee's expense.
