Objective:*

To enforce the USMCA and the China Agreement Phase 1, USTR must have the capability to receive, catalog, maintain, analyze, research and make determinations on reports of suspected trade agreements violations filed by U.S. businesses (manufacturers, service providers, farmers and information technology companies, among others). USTR’s objective is contract for Research Analysts to effectively intake, catalog, maintain, analyze, and report out on each potential violation filed to determine if the request is valid and enforcement action must be pursued through a time and materials task order against one of the Department of Commerce IDIQ contracts for staff augmentation.

The mission of USTR is to develop and coordinate U.S. policies regarding international trade, commodities, and direct investment to the extent it involves international trade. The agency also oversees all trade negotiations with other countries and monitors and enforces U.S. rights under our trade agreements. USTR recently completed the United States-Mexico-Canada Agreement (USMCA) and the Economic and Trade Agreement between the United States and China (China Agreement Phase 1). Trade enforcement research analysts are required to support the enforcement of these two agreements. USTR seeks to procure the services of contractors to assist with this work.

Responsibilities:

  • Conduct desk research and monitoring of labor-related issues, reading Mexican press and labor publications.
  • Provide logistical support for technical and high-level meetings, including interpretation when needed.
  • Translate and send for translation and summarize incoming tips and complaints.
  • Cite check and proofread reports.
  • Finalize a case tracking chart, enter petitions/tips/complaints into the chart and track status and deadlines.
  • Manage a general USMCA assignments list to help facilitate action items and responsible parties.
  • Attend and share notes from informational panels and events.
  • Work with government personnel on contracts and reimbursements for specific expenses.
  • Using a variety of software, gather and arrange evidence and other materials.
  • Assist USTR senior staff in compiling information.

Qualifications:Experience working in U.S. labor issues or an associated analytical and/or research environment.

  • Experience (or education) in labor issues, to include knowledge of individual workers’ rights, analysis of issues related to labor law violations, and direct or analytic work related to workers’ rights issues. These issues may include rights at work, prohibitions on discrimination, forced labor, occupational safety and health, and rights related to forming or joining a union, among other issues.
  • Experience working on trade issues or knowledge of existing trade legislation and related administrative regulations is preferred, but not required.
  • The analyst will conduct comprehensive analyses of complex requirements to inquire, examine, find, or revise facts, principles, and theories for internal use by the organization.
  • Knowledge of advanced research techniques, synthesizing information, and working on a team.
  • Proficiency in Microsoft Excel, Outlook, as well as basic SharePoint knowledge. Ability to build an MS Access database would be a plus but is not required.

  • BS/BA in analytical disciplines
  • JD or MA degree preferred

USTR offices at 1724 F Street, NW and 1800 G Street, NW, Washington, DC. or USTR approved telework location(s) as deemed necessary and appropriate by the client to secure contractors with the required professional experience and skills sets.

  • Hybrid flexibility is offered 3 days per week.
