Position Summary:
Responsible for installing and maintaining devices and equipment to allow the operations center to actively communicate and control all aspects of water and wastewater systems on a 24/7 basis. Maintain Supervisory Control and Data Acquisition (SCADA) information in order to provide data to TCEQ.

Target Hiring Range:
$61,568/Yr - $77,688/Yr
Essential Job Functions:
  • Install and program RTU’s, communications processors and any devices in between that are the responsibility of the department.
  • Create and update drawings and documentation to allow proper troubleshooting of the devices and equipment.
  • Monitor and maintain SCADA related systems, including computer operating software, hardware, and network configuration; ensuring that backups, anti-virus updates, and security updates are properly applied.
  • Monitor SCADA networks to ensure proper communications are operational.
  • Support system troubleshooting, including working with Instrumentation Technicians in troubleshooting and repairing communications issues between PLCs and SCADA.
  • Analyze SCADA network problems, and resolve technical difficulties.
  • Run computer programs to analyze data received from electronic sensors; write programs to compile information; and set parameters of the data gathered.
  • Gather requirements and develop management reports, through the use of report writer tools and/or database queries.
Minimum Education & Work Experience : Associate’s degree 3 years experience Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job. Preferred Knowledge - Abilities & Skills:
Education/ Experience:
  • Bachelor’s degree in Information Technology, Electronics, or Communications.
  • 3-5 years’ experience in electronics, electrical, networking or water utilities systems

Knowledge, Skills & Abilities:
  • Proficient knowledge of communication circuitry
  • Proficient knowledge and understanding of SCADA technology
  • Knowledge of Programmable Logic Controllers (PLC), and Supervisory Control and Data Acquisition (SCADA)
  • Basic wiring skills
  • Proficient knowledge and understanding of water/wastewater systems
  • Ability to create network, process, or architecture diagrams using tool such as Microsoft Visio
  • Ability to learn custom software
  • Basic report writing skills
  • Basic understanding of Microsoft Windows Server and SQL Server
  • Understanding of client/server architecture
  • Understanding of networks, network hardware, and network security
Licenses & Certifications: Valid Class C Texas driver's license Physical Tasks & Working Conditions: The incumbent works in a typical office environment, with occasional work at Water Pumping Stations, Sewer Lift Stations, or Wastewater Treatment Plants, resulting in exposure to unpleasant environmental conditions and/or hazards.
