OVERVIEW:

The Department of Administrative and Financial Services (DAFS) Office of Information Technology (MaineIT) provides information technology support to over 13,000 employees. MaineIT oversees large scale enterprise applications that support the critical and diverse business needs of the State of Maine and its agencies.

ABOUT THE JOB DETAILS:

This position will provide specialized consultative advice and work with numerous State of Maine departments on the conduct of security awareness and contingency plan training as specified in applicable law and guidance. The position reviews, analyzes, and evaluates agency operations, programs, services, policies, procedures, rules, and regulations to identify areas of needed improvement to incident response, business continuity and disaster recovery. In particular, the position will deal with information security plans, policies, and procedures associated with security awareness and insider threat training, as well as training, testing and exercises of contingency plans.

Responsibilities include assisting management in maintaining a security training and compliance program that meets the needs of MaineIT personnel and the State within available resources. Additional responsibilities include involvement in the successful conduct of information security governance bodies.

Work includes the application of research principles in preparing specific security studies as a basis for the future development of best practices for the agency’s security plans and security programs. The ability to exercise a high level of confidentiality is essential. Supervision may be exercised over contracted, or State of Maine staff. Work is performed under limited supervision.

Hybrid Work Opportunity – The employee in this position currently has the opportunity to work from home as much as 90% of the time.


PREFERRED QUALIFICATIONS:

  • Expertise in establishing and maintaining a security awareness and contingency plan training program as specified in National Institute of Standards and Technology (NIST) Special Publication 800 series publications and other best practices.
  • Ability to develop, implement, and review a comprehensive strategy to improve the resiliency of the State of Maine through contingency plan improvements.
  • Plan instructional strategies such as lectures, demonstrations, interactive exercises, multimedia presentations, video courses, web-based courses for most effective learning environment in conjunction with educators and trainers.
  • Able to review, analyze, and evaluate agency operations, programs, services, policies, procedures, rules, and regulations to identify areas of needed improvement to incident response, business continuity and disaster recovery.
  • Expertise in the development of information security plans, policies, and procedures associated with security awareness and threat training, training, testing and exercises of contingency plans.
  • Familiarity with information security governance practices.
  • A high level of attention to detail reviewing complex documents related to information security.

CONTINUED PROFESSIONAL DEVELOPMENT OPPORTUNITIES:

  • Experience working in state government as part of a large IT enterprise.

WHAT WILL YOU DO?

  • Implement a process for conducting security testing, training, and monitoring activities associated with organizational systems, contingency plans, and user security awareness needs.
  • Write and review information security policy and procedures.
  • Develop and maintain a Plan of Action and Milestones.
  • Facilitate the successful execution of governance bodies including the Cybersecurity Advisory Council, Information Security Governance Committee, and State of Maine Branch Meeting - Information and Security Planning.
  • Implement and comply with human resource laws, policies, procedures, and practices such as: Americans with Disability Act (ADA)/Equal Employment Opportunity (EEO), recruitment, employment, position classification, performance appraisals, training, discipline, contract administration, human resource components of security protocols of agency information security and confidentiality policies, and employee safety.

MINIMUM QUALIFICATIONS:

A Bachelor of Arts degree in an appropriate field (e.g., Cybersecurity, Computer Science) and two years demonstrated experience with information security policy and training. Professional certification a plus (e.g., SSAP, CBCP, CCRP, CEM). Additionally, strong experience with National Institute of Standards and Technology Special Publication 800 series publications.

SALARY:

JOB CLASS CODE: CH 28 POSITION: 004250756 PAY GRADE: 28 - ($66,705.60 - $91,104.00/yr.)*
