Merrick & Company is seeking a Senior Construction Cost Estimator to join a highly qualified team of architects and engineers providing Advisory and Assistance Services (A&AS) to an Agency of the U.S. Department of Defense (DoD). The A&AS A/E Team supports international projects for the DoD in a multi-disciplinary environment that includes project managers, scientists, biosafety, and biosecurity experts, among others. The successful candidate will join our growing Merrick team in Arlington, VA and will be based full-time at our client location in Lorton, VA – approximately 17 miles south Washington, DC.
This position requires U.S. Citizenship and an active DoD SECRET clearance.
Job Description
- Provide analytical support in cost analysis and cost estimation.
- Work as part of a team on several cost estimation and cost evaluation projects simultaneously.
- Provide expertise to assist with cost estimating to include Independent Government Cost Estimates (IGCEs) & Rough Order of Magnitude estimates (ROMs) and proposal cost/price analysis.
- Support source selections by providing determinations on reasonableness and realism of third-party proposals.
- Conduct research and analysis of the current market and other agency purchases of similar products and services, review historical prices, perform comparative analysis to similar programs, and obtain pricing data to facilitate the development of realistic program costs.
- Collect and analyze data to estimate the time, money, materials, and labor required to complete a project and/or procure a product.
- Develop baseline cost estimates for projects or frequently used products.
- Support the development of metrics to track the cost estimate versus the actual cost and to create mitigation strategies to resolve differences.
- Develop and refine cost estimates by analyzing historical data and applying quantitative models, techniques, tools, and databases to predict future program costs.
- Conduct data collection to develop parametric cost estimates.
Required skills and knowledge:
- Experience: The candidate must possess a minimum of 10 years of experience working on construction cost estimation.
- Capable of working independently with minimal oversight.
- Experience with DoD cost estimation and planning efforts
- Federal Acquisition life-cycle expertise.
- Knowledge of federal and DoD contracting (i.e., FAR and DFARS, DoD Series 5000) requirements.
- Proficient in drafting procurement request package documents for Government approval
- Excellent communication, written, and organizational skills.
- Ability to work on multiple projects which includes prioritizing, tracking, attention to detail, follow-up, and follow-through to project completion.
Desired Qualifications:
- A registered Professional Engineer (P.E.) in state of employment, or ability to get reciprocity, is preferred.
- Experience working internationally and/or in resource-constrained countries.
- Experience working with the U.S. government on areas concerning national security.
- Familiarity with State-level and regional WMD threats.
- Familiarity with nonproliferation obligations, approaches, and objectives.
- Flexibility/adaptability to work in a fast-paced environment.
