The Governance Studies program at Brookings is dedicated to analyzing policy issues, political institutions and processes, and contemporary governance challenges. Position Location
: This position is hybrid. Hybrid positions combine regular in-person presence at our Washington, DC office with the option of at least two days of remote work each week.

Brookings’ Anti-Corruption, Democracy, and Security (ACDS) project is a three-year project that will catalyze knowledge generation and collaboration in support of collective action toward reducing corruption, strengthening democracy, and improving global security for the benefit of communities around the world. The project’s premise is that with strong and diverse partnerships, platforms for action-focused research and cross-learning on concrete challenges, and clear metrics to measure progress, the key actors in government, civil society, and the private sector will be willing and/or able to pursue the actions needed to effectively control corruption and advance democracy. Through research, analysis, thought leadership, and engagement strategies, ACDS will equip key stakeholders with the knowledge and tools they need as they work to fulfill their anti-corruption commitments and take actions to strengthen democracy, weaken autocrats, and improve global security.


The Senior Director, ACDS will serve as the project lead and a key member of the leadership team for ACDS. He/she will provide research, management, and technical support for the project as well as serve to directly or indirectly manage the project team (including consultants, partners, and project staff working in the U.S. and abroad). In coordination with the rest of the ACDS leadership team, the Senior Director will provide operational, fundraising, and research leadership, including designing and implementing strategies for policy activities, managing analytical work and associated written deliverables, and advancing multistakeholder collaboration and engagements in in-person and virtual formats. The Senior Director will also be responsible for expanding stakeholder engagement with outside experts, government agencies, relevant civil society representatives, and executives from the private sector and foundations.


Funding for this position is approved for 12 months, with extension based on availability of funding.

Research and Technical Leadership (60%)
  • Provide technical leadership to the project and contribute to ACDS’ research design, including the methodological design for desk research and literature reviews, learning experiments and evaluations, and the operational plan achieving key project milestones
  • Lead design and implementation of project strategy, including analytical work, project publications, and stakeholder engagement activities
  • Author white papers, blog posts, and other publications on ACDS’ core themes and findings.
  • Lead regular expert interviews with key stakeholders to inform ACDS research and programmatic design.
  • Provide oversight for all activities of the project; work with team members and partners to address issues quickly and effectively as they arise.
  • Provide briefings of meetings and conferences to Norman Eisen and other team members as applicable.
  • Lead analysis and writing of deliverables and research results at key moments in the project timeline. Monitor, track, and disseminate current developments in relevant research areas.
  • Develop and lead compelling and insightful presentations for small and large audiences on the purpose, objectives, and activities of the project.
  • Create and cultivate networks of partners and external stakeholders.
  • Lead initiatives for identifying additional funding opportunities and work with GS development staff to submit proposals to prospective funders.
Communications & Stakeholder Engagement (40%)
  • With the support of the Assistant Director, design, implement, and update project workplans to ensure quality deliverables produced on time and within budget.
  • Liaise and collaborate with all members of the project team, GS staff, and external partners and stakeholders, including the project advisory board members.
  • Maintain positive relationships with project partners and identify ways to leverage partnerships to enhance the quality and impact of the project.
  • Lead regular in-person meetings and conference calls with internal staff and manage progress toward action items.
  • With the support of the Assistant Director, directly or indirectly manage all staff contributing to the project.
  • Participate in domestic and international convenings to foster stakeholder engagement, promote project initiatives, inform the development of research materials, and advance dissemination of project deliverables.
  • Oversee report submissions to donor and preparations for donor meetings.
  • Lead and develop project communications strategy in collaboration with the with GS communications staff and the Assistant Director
  • Collaborate with the GS and central communications teams to create content for and increase impact of the ACDS web presence.
  • Oversee the production of ACDS outputs and promotional materials.
  • With support of Assistant Director, oversee the agenda and strategy for ACDS events.

Education/Experience Requirements:

Required: Master’s degree in economics, political science, international relations, or a similar field. Minimum fifteen years of leadership experience — preferably in leading large, multi-stakeholder projects in a think tank, research institution, government agency/department, bilateral or multilateral development institution, consulting firm, or non-governmental organization. Thorough and demonstrated knowledge of thematic research and policy areas such as anti-corruption, rule of law, and transparency. Must be authorized to work for any employer in the U.S.


Knowledge/Skills Requirements:

Required: Proven expertise in leading civil society initiatives with a focus on anti-corruption and in working and negotiating with high-level representatives. Proven success in fundraising and leading large projects involving multiple partners and external stakeholders’ Strong analytical and writing skills and experience, including published material. Extensive experience and proven success in fundraising, donor stewardship, and managing large research projects and engaging with diverse stakeholders. Willingness to travel internationally approximately 4-6 times per year.
