Position Summary:

The Senior Director eRA, Data and Reporting leads the Electronic Research Administration team for Sponsored Projects Administration (SPA) responsible for ongoing functionality and support of the university-wide, fully integrated, grants and contracts management system (“UTHealth START”) and all external grant sponsor systems used daily to manage the university’s large portfolio of proposals, awards, contracts, subawards, and conflicts of Interest disclosures. Ensures complete and accurate data entry and data integrity. Creates, analyzes, and publishes a variety of regular and ad-hoc reports at all levels that represent the University’s Research and Sponsored Projects portfolio as well as SPA’s workload and processing metrics. As a key member of the SPA leadership team, develops and implements the department’s strategic plans and goals.

Position Key Accountabilities:

  • Oversees UTHealthSTART system functionality, access and security, interfaces to internal and external systems and submission and resolution of issues with vendor.
  • Leads partnerships and communications between functional and technical teams and system vendor to address any system needs, fixes, changes, enhancements, and upgrades. Determines critical-ness of issues and prioritize team focus for order of resolution. Develops and maintains implementation and change management plans and timelines.
  • Maximizes system capabilities to enhance the user experience. This may include development of eForms, data widgets, workflow, user reports, communications, etc. Provides expertise and leadership in most phases of the SDLC (Software Development Life Cycle) such as project scoping, requirements gathering, gap analysis, design, build, testing, quality assurance, migration, training, and maintenance.
  • Introduces new technologies, solutions, and alternatives to support changing business and operational needs. This includes vendor software releases and modules and working with SPA leadership to strategically determine implementation and expansion needs, plans, and schedule.
  • Implements and maintains UTHealth START “Help Desk” that combines functional and technical knowledge and utilizes university tools such as Microsoft Teams, and SPA website. Provides exceptional customer service for departments, faculty, and other internal and external stakeholders.
  • Develops and manages budgets needed for system maintenance, upgrades and expansions. Presents system enhancement and expansion budget needs to executive leadership for approval. Acts as project manager for these systems initiatives.
  • Advances data analytics and reporting for SPA.
  • Develops and supports all internal & external reporting and analysis of key UTHealth sponsored projects measurements (e.g., funding volumes), trends and benchmarks. Makes recommendations based on data extrapolation and analysis.
  • Publishes a variety of regular and ad-hoc reports at all levels that demonstrate the University’s sponsored project portfolio of grants and contracts (dollars, volume, growth, etc.). Acts as primary contact for executive leadership reporting and data requests.
  • Develops and maintains SPA metrics regarding workload volumes, work processing, and completion times.
  • Ensures accurate and complete data entry through a series of data integrity reports, QA, and reconciliation procedures. Creates new measures as needed.
  • Establishes and maintains interfaces and SPA access, security, and certifications for a large number of government and sponsor grant systems such as SAM.gov, NIH eRA commons, eBRAP. Requires critical and speedy identification and resolution of system-to-system issues that can occur at any time during grant proposal submission deadlines.
  • Partners with SPA leaders to collectively provide effective leadership, guidance, & critical communication and problem solving to team, SPA staff, faculty, departments, and other stakeholders while promoting & contributing to a cohesive team environment.
  • Collaborates with various UTHealth department to ensure conformity with federal & state regulations, as well as IT Security standards, policies, & procedures of UTHealth & IT. Establishes & administers standards, policies, & procedures for the management of user support for, & end usage of all SPA system applications. Ensures user requirements are understood, documented, & communicated to all stakeholders.
  • Manages Human Resources activities for direct reports in regards to: recruiting and selection; hiring and termination, training, development, mentoring, counseling, performance evaluations, and salary planning.
  • Performs other duties as assigned.

Certification/Skills:

Demonstrated ability to work collaboratively in a diverse & complex enterprise. Exceptional interpersonal skills necessary to provide effective leadership. Excellent verbal & written communication & customer service skills, as well as technical & management experience. Knowledge of query design, report creation, and graphic representations of data. Knowledge & experience managing complex databases & providing analysis of data. Clear and precise understanding of rules and regulations as well as procedures regarding grants/contracts, and compliance issues associated with said rules, regulations and procedures.

Minimum Education:

Bachelor's degree in business, public health or related field. Master’s degree preferred.

Minimum Experience:

Eight (8) years of directly related experience in research university, research, or health related institution. Previous experience with InfoEd Global grant system software preferred.

Physical Requirements:

Exerts up to 20 pounds of force occasionally and/or up to 10 pounds frequently and/or a negligible amount constantly to move objects.
