POSITION SUMMARY
A Senior Specialist is responsible for collaborating with program staff providing internal functional activities and typically performs difficult analysis, research, writing, and project coordination. The Senior Specialist understands policies, standards, and their application to their work. An advanced degree may be substituted for work experience on a case by case basis.
The Senior Specialist understands implications of internal and external policies that impact their position. He or she typically performs analysis, research, writing, or project management and can complete projects or components of large-scale projects/programs. A Senior Specialist may also hold a very senior level administrative position requiring the ability to support and coordinate the office of a senior executive and communicate with internal and external stakeholders at a level commensurate with the position’s duties and expectations. Senior Specialists has frequent contact with outside organizations or internal customers that may involve project coordination, information sharing, or resolution of problems. The Senior Specialist has substantial knowledge in grants administration and grants management with both a conceptual understanding and sufficient professional experience to work on complex assignments. The Senior Specialist is able to apply a level of creativity and originality in applying the knowledge relevant to grants administration and grants management. The Senior Specialist is required to represent NACCHO at meetings and provide training and guidance to NACCHO stakeholders.
POSITION SPECIFIC DUTIES
- Collaborating with program staff to develop budgets for proposals and workplans.
- Read, interpret, and assist program staff in understanding instructions in funding opportunity announcements
- Inputting program and budget information in the accounting software used to monitor program activity, including setting up program codes, amounts awarded, budgets and reports.
- Developing timelines and briefing papers for grants.
- Providing expertise regarding compliance with funder requirements.
- Maintaining calendars of due dates and deadlines.
- Setting up and maintaining various spreadsheets and schedules (including time sheets) used to calculate and record grant activity.
- Producing proposal budget worksheets, producing budget narratives for grants, reviewing grant proposals, and compiling grant application packets so that they can be successfully submitted to a funder.
- Producing financial reports, spending projections, and revenue calculations for grants, when and where appropriate.
- Providing quarterly training on applicable funder policies, procedures and requirements.
- Create new policies and procedures in effort to maintain compliance with funder requirements.
- Maintenance of funding agreements and related documents.
- Assisting with the implementation of the grants and contracts management system.
- Acting as the System Administrator for the grants and contracts management system; providing training to all users and stakeholders.
- Creating documents and resources to assist with the management and administration of the awards.
- Examining award documents; identifying all conditions, deadlines, and responsibilities in the award documents; and communicating all relevant information to appropriate financial and program staff.
- Creating staff training curriculum and materials for grants.
- Close out all grants and agreements in portfolio at the end of the performance period; providing requested documents to the funder.
- Assisting with the annual audit.
- Performing other job duties as needed
EDUCATION/EXPERIENCE/SKILLS
Bachelor's degree in relevant professional field with a minimum of 5 years of relevant experience and/or advanced technical training; or equivalent combination of education and experience, including a relevant certification. An advanced degree may be substituted for work experience. On occasion, extensive practical experience may be substituted for formal education, particularly if the technical specialty is unusually complex or when long experience has a greater value to the organization than conceptual understanding. Master’s degree in a relevant field preferred.
- Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
- Ability to write routine reports and correspondence.
- Ability to speak effectively before groups of customers or employees of the organization
- Ability to calculate figures and amounts such as discounts, interest, commissions, proportion, percentages, area, circumference, and volume.
- Ability to apply common sense understanding to carry out instructions furnished in written, oral or diagram form.
- Ability to deal with problems involving several concrete variables in standardized situations.
- Spreadsheet and word processing software experience required.

Salary Range: $79,760 - $84,730
