Job Definition
Performs research, presents materials, and executes solutions in the areas of rates, load forecasting, and energy risk management. Progressive responsibilities include data gathering, cost of service analyses, ratemaking, deep understanding of large data sets and systems, data science, econometrics, other predictive analytics, and financial risk management skills as applied to the wholesale energy market. Represents the District regarding these and other analytical issues before regulatory agencies and business associations, often in public forums.

Essential Job Functions
BUSINESS PROCESS AND REQUIREMENTS ANALYSIS
Works with business stakeholders to model and frame meaningful business scenarios which materially impact critical business processes and/or decisions. This includes identifying business requirements in relation to data modeling, dashboard development, report creation and others as may arise, as well as the expected outcome.
Develops subject matter expertise of both industry and District business processes as well as the capabilities and limitations of District systems.
Performs analysis to ensure business requirements are clear, complete, free from contradictions, and prioritized correctly, with appropriate solutions then identified and operationalized.
Delivers solutions that take into account systems development, process improvement, organizational change and strategic planning.
Utilizes Business Intelligence requirements gathering techniques.
DATA MODELING AND INTEGRATION
Works with business stakeholders to identify and strategize unique opportunities to collect and use relevant existing and new data, utilizing both internal and external data sources, including unstructured data and disparate sources.
Designs data models using both relational and dimensional modelling techniques, and develops large, complex data sets.
Works with IT to support data collection, integration and retention requirements based on the input collected with the business.
Consistently considers data integration from several disparate sources; consolidates sources to provide a unified view. Recommends and/or performs data integration.
DATA MINING /PREDICTIVE MODELLING
Uses mathematical and statistical knowledge and develops algorithms to collect, analyze and detect patterns, rules, anomalies, clusters or statistically significant relationships in data from various sources, including unstructured data and disparate data sources.
Conducts predictive modeling and experiment design as part of an iterative process to include model testing and validation using experimental design approaches.
Discovers “stories” told by the data and presents them to District business stakeholders.
BUSINESS INTELLIGENCE
Develops Business Intelligence platforms to effectively report on and visualize data.
Acts as a liaison and collaborates with IT business intelligence developers, data base developers and other data scientists.
Implements new or enhanced software designed to access and handle data more efficiently.
PROGRAM MANAGEMENT
Manages and oversees data acquisition, development, and management projects.
Works as part of cross-functional teams as well as assisting in oversight of outside consultants that provide complex data sets, data analysis, and data modeling services.
Provides contract and budget management in support of data programs.

- Statistics and broad range of statistical tools.
- Principles and practices of data modeling including logical and physical data modeling concepts, entity-relationship data modeling, and object-to-relational mapping techniques.
- Advanced data analysis techniques including data mining and predictive modeling, multivariate analysis, querying and reporting tools, metrics reporting, A/B testing and statistical significance.

- Problem identification and analysis techniques.

- Coaching, consulting and facilitating techniques.

Experience/Education
- Senior Utility Analyst: $76,107 - $125,845
- Bachelor's Degree in economics, business, engineering, science, or related discipline.
- Three (3) years experience in performing analytical work.
- Principal Utility Analyst: $84,240 - $142,067
- Bachelor's Degree in economics, business, engineering, science, or related discipline.
- Five (5) years experience in performing power supply planning analytical work or related analytical work.
- Data Scientist: $106,925 – 178,208
- MSc in Mathematics, Statistics, Computer Science, Data Science, Economics, Business or Operations Research or related degree AND five (5) years directly related experience applying sophisticated quantitative skills to derive useful information from very large, varied and unconventional and unstructured datasets.

- Bachelors in Mathematics, Statistics, Computer Science, Data Science, Economics, Business or Operations Research or related degree AND eight (8) years directly related experience applying sophisticated quantitative skills to derive useful information from very large, varied and unconventional and unstructured datasets.
License/Certification
- Valid Washington State Driver License.
Preferred Qualifications
- Experience in an electric utility or other energy-related business.
Working Conditions
- Duties performed primarily in an office environment.
- Travel to business meetings may be required.
- Incumbent will perform repetitive movements from use of a computer, keyboard and mouse.
