Compensation: Full salary range is $96,000-$153,600 with a midpoint of $124,800. Bellwether hires between the minimum and midpoint based on experience ($96,000-$124,800).
Organization Overview:
Bellwether was founded in 1980 to create housing in downtown Seattle so city workers could live close to their jobs. Over the years, we have lowered barriers to housing which has allowed us to serve more households coming out of homelessness, individuals and families connected with the criminal justice system, and others excluded by typical landlord screening criteria, all of whom are disproportionately BIPOC.
To meet the intense need for affordable housing in our region, we plan to build and acquire 2,500 homes by 2025. Come join us on this exciting and ambitious adventure!
Position Summary:
The Site Safety & Security Manager is responsible for the ongoing development, implementation, and management of Bellwether Housing’s safety and security plans to ensure all of Bellwether Housing’s residential and administrative properties remain safe and secure for our employees, residents, and visitors. They will evaluate current systems and implement physical safety measures to improve the quality of life for staff and residents. This role will provide hands-on response to critical incidents and partner with leadership and staff to resolve and prevent security issues. The Site Safety & Security Manager will also work with community leaders and emergency responders to garner support and influence the safety of Bellwether communities in a positive way.
This role manages external vendor relationships with contracted security/safety personnel and may be required to respond to critical incidents after-hours.
Work location:
Primary location will be in-person/on-site at South Lake Union/Capitol Hill administrative offices and property visits through out Bellwether's portfolio (all locations within Seattle, except one property in Tukwila), with some limited remote work.
Schedule:
Mon-Fri 40 hours, with flexibility for occasional evening or weekend after-hours response. Final schedule to be determined by People Leader.
Essential Job Duties:
Strategy and Leadership
- Act as strategic advisor to reduce site safety and security incidents and improve response, in collaboration with leadership. Ensure day-to-day security, staff and resident safety functions.
- Partner and collaborate cross-functionally to develop the safety roadmap in alignment with Bellwether’s Strategic Plan. Establish organizational safety and security goals with department leaders, creating a workplan and action items on the safety road map, including strong security strategies and timelines.
- Partner and collaborate cross-functionally (including HR, IT, and with department leaders) to develop, coordinate and administer strategies, procedures, and trainings that improve safety and ensure compliance with applicable laws, regulations, and company requirements.
- Develop and ensure quarterly feedback mechanism for staff and leaders on safety and security issues; including but not limited to, compiling data, and providing reports to the executive team.
- Develop, update and maintain the Business Continuity Plan, Emergency Communications Plan – Emergency Alert System, Emergency Procedures, Fire and Building Primary and Secondary Evacuations, Active Threat/Shooter Plan, and all other related emergency plans and all other related policies and procedures.
- Develop annual safety budget and manage vendor contracts (ex: security personnel – vendor contracts).
- Actively participate in Bellwether’s Safety Committee.
Crisis Prevention and Preparedness
- Maintain strong on-site presence across all Bellwether sites, conducting risk assessments, and meeting with employees to proactively identify and understand individual site safety concerns while seeking opportunities for improvement. Provide strategies for Site Teams to address resident(s) who are creating potentially unsafe working conditions for staff, including practicing drills and reviewing scenarios with employees regularly.
- Coordinate and support the implementation of ongoing staff education, workshops, and training to enhance staff knowledge of best practices regarding safety and security. Train and onboard new employees on relevant policies and procedures.
- Develop portfolio-wide mobile Response Team that includes knowledge experts from each Site Team Department (& HR as needed) to respond to on-site incidents that may require increased support/staff presence.
- Oversee and collaborate with IT to install and manage physical security measures (i.e., surveillance cameras, security alarms, security to enhance environmental safety, etc.) to increase on-site employee/resident safety.
- Develop and maintain a Bellwether Call Tree to engage stakeholders, solving for clear coordinated communication and incident response. Consistently review and update internal and external emergency response contact information as needed.
Incident Response
- Monitor Bellwether’s Accident and Incident Reports and other reported safety/security concerns and investigate incidents, identifying opportunities for prevention.
- Respond to critical incidents, such as crises, emergencies, and natural disasters, by providing direct intervention, triage and stabilization services in-person and by phone. Serve as in-house de-escalation expert. Offer support to staff in the form of guidance, consultation, and assistance.
- Collaborate with local law enforcement, emergency management personnel, and other government officials related to crisis and disaster response. Coordinate with vendors to provide temporary security as needed.
- Manage critical incident debrief process. Complete all required data collection, tracking, and reporting. Provide timely and relevant updates to appropriate leaders and decision makers and recommendations for improvements.
Collaboration and Communication
- Outreach, participate, and represent organization at external community meetings/events related to public safety and security issues, alerting executive team of advocacy, updates, and resource opportunities (ex: external/neighborhood threats/concerns).
- Share consistent information and updates related to safety and security with key stakeholders. Lead communications/meetings with both employees and residents (ex: support site teams with facilitating resident community meetings at properties, provide updates on policies and procedures, etc.) that specifically address site safety and security concerns.
- Remain informed of current Federal and local laws and regulations as they relate to site safety and security in the workplace, ensuring compliance.

Requirements:
(Minimum)
- Minimum of seven (7) years progressive experience in security management; or
- Minimum of three (3) years in a leadership role that was directly involved in overseeing safety, physical security, and crisis operations.
- Minimum of three (3) years of program or project management, with demonstrated ability to effectively lead cross functional projects or programs in a complex environment.
- Experience working with local safety and security resources and community crisis and emergency response agencies (law enforcement, Mental Health Professionals, etc.).
- Ability to network and build influential relationships with community members/providers, law enforcement, and other stakeholders.
- Ability to assess situation quickly and respond empathetically and appropriately, ensuring physical and emotional safety of all affected individuals.
- Effective conflict resolution, negotiation, mediation and de-escalation skills.
- Strong verbal and written communication skills, including facilitation, presentation and training skills.
- Proficiency with selecting and implementing remote monitoring systems.
- Access to a vehicle with ability to travel and work at other Bellwether sites as needed.
- Schedule flexibility to be on-call and to work outside of regular business hours, including weekday nights and weekends.
Desired Qualifications
- Experience working in security and safety in housing, higher education, and/or healthcare industry highly desired.
- Experience working with homeless and low-income individuals, including persons living with chemical dependency/addictions, disabilities, mental and physical illnesses.
- Motivational Interviewing training
- Trauma Informed Care (TIC) training
- Management of Aggressive Behavior (MOAB) Instructor
Education Requirements
- Bachelor’s degree in Environmental, Health, Safety, Public Administration, Public Health, or closely related discipline, or equal combination of education and relevant work experience in safety and security.
- Certification or/and training in De-Escalation is required or to be completed within six (6) months of hire.
- Certified Protection Professional (CPP), Physical Security Professional (PSP) (PSC), and/or equivalent is required, or to be completed within twelve (12) months of hire.
