SUMMARY: WinTec Arrowmaker, Inc. is a defense contractor dedicated to providing outstanding program management, engineering, logistics, and operations support to Department of Defense customers. The Subject Matter Expert (SME) Targeting and Intelligence Analyst recognizes and exploits intelligence information. Authors time-sensitive intelligence reports in accordance with established guidelines for U.S. warfighters and national decision makers. Produces and correlates intelligence for strategic, operational, and tactical customers. Provides target geopolitical and operational reports to national agencies and military command authorities. Identifies and disseminates intelligence information through national and tactical channels. *Position requires shift work*. The (SME) Targeting and Intelligence Analyst supports the joint targeting process, including the development and sustainment of electronic target folders and tactical assessments for cyberspace operations of ACC and subordinate units to modernize the ISR Enterprise, while reporting directly to the WinTec Program Manager.
ESSENTIAL JOB FUNCTIONS: Responsibilities will include, but are not limited to:
- Demonstrated knowledge of: analytical and reporting techniques; organization of the national intelligence structure; Information Operations and Information Warfare; organization of designated military forces; geography; reporting principles and procedures; effective writing principles; and directives for handling, disseminating, and safeguarding classified defense information.
- Provides direct support to meet CCMD operational and tactical level objectives as part of the Cyber Operations- Integrated planning Element (CO – IPE).
- Serve as an intelligence specialist and a targeting subject matter expert with responsibilities to support the joint targeting process, including the development and sustainment of electronic target folders and tactical assessments for cyberspace operations.
- Supports target vetting and validation process through identification and analysis of key threats and recommends options with associated risks and benefits on how to disrupt threats.
- Utilizes and collates unique datasets, specialized tools, and network analysis techniques along with multiple intelligence resources to conduct near, mid, and long-term target analysis to support the CCMD’s mission, and depiction of adversary cyberspace threats.
- Assists with the development of targeting strategies and supports the authoring of targeting appendices for deliberate and contingency plans.
QUALIFICATIONS:
- Master’s degree from an accredited college or university in a related discipline with Air Force/DOD experience -OR- bachelor’s degree from an accredited college or university in a related discipline with 5+ years of related Air Force/DOD experience for a total of 20 years, as a substitute to the master’s degree.
- Completed a commercial, military or Government reporters training: NCS Basic Reporters Course, Editor’s Course, and/or Releaser’s Course.
- 15+ years of experience conducting analysis relevant to Targeting and Intelligence Analyst with at least a portion of the experience within the last 2 years.
- 12+ years relevant intelligence experience (14N AFS) and experience in the following:
- working with Cyber Mission Forces.
- Planning and Conducting Offensive Cyber Operations.
- Combatant Command Structure, Authorities and Responsibilities.
- National intelligence community reporting databases and standards.
- Drafting/authoring serialized reports.
- Conduct analysis using intelligence and information from multiple sources to assess, interpret, forecast, and explain a range of national security issues and developments that are regional or functional in nature.
- Provide all-source analytic support to collections, operations, investigations, and other defense intelligence analytic requirements.
- Communicate understanding from information that may be incomplete, indirect, highly complex, seemingly unrelated, and / or technically advanced.
- Structure analysis based on trends in reporting and a range of analytic perspectives from other analysts, organizations, and intelligence disciplines.
PREFERRED SKILLS:
- Military background or familiarity with military command and control structures.
- Possess a working knowledge of the organizational interface of military, federal, state, and local agencies.
- Demonstrate time management, problem-solving skills, self-motivation, eagerness to learn, and attention to detail.
- Ability to efficiently react to shifting program requirements and work in a team environment.
- Effectively communicate, both orally and in writing.
SECURITY CLEARANCE: ACTIVE DOD TS/SCI with polygraph in order to be considered and have the ability to secure additional clearances (SAP).
