This is responsible, supervisory, and participatory work of a highly technical nature involving the planning, organizing, and supervising the technical work of professional and technical employees, engaged in evaluating organizational projects, performing research, conducting data analysis, offering recommendations, and providing office support in the Housing and Community Development Department. Work includes researching, monitoring, analyzing, and reporting on departmental performance measures and projects; gathering data and running report queries for research, analysis, and presentation; conducting and analyzing special studies and surveys; preparing moderately complex analytical and research reports, including summaries, statistics, cost analysis, and recommendations; and gathering and providing pertinent information about current issues that are consistent with the policies and directions of the Housing and Community Development Department. Work also involves serving as an administrative liaison; assisting with studies and analysis of the department’s workforce, organizational relationships, functions, budgets, and services; and through strategic planning makes recommendations on project performance, workforce utilization, and efficiency. Work requires productive interaction with City employees, other governmental agencies, consultants, contractors, and the public; and the ability to competently and independently manage a workload that will include competing demands and challenging deadlines. An employee in this class must have the ability to quickly develop a thorough knowledge of City and departmental programs, policies, and procedures; and requires the exercise of considerable independent judgment, ingenuity, initiative, and discretion in completing assigned tasks, including those involving sensitive and confidential matters.
Salary: $65,874 - $105,539

To QualifyMinimum Qualifications. Applicants must:
- Have a valid Bachelor’s degree - or - in lieu of a Bachelor’s degree, must possess a valid high school diploma or GED supplemented with a significant amount of related experience.
- Have prior experience in performing moderately complex analytical research, including preparing summaries, financial analysis, reports, statistics, and/or presentation materials.
- Be able to communicate clearly and concisely, orally and in writing.
- Be able to successfully manage a workload with competing demands and varying deadlines.
- Be proficient in the use of a personal computer and administrative support software such as Microsoft, Outlook, Word, and Excel, to prepare reports, correspondence, and email.
Desirable Qualifications. Preferred applicants:
- Have prior experience in local government.
- Have experience developing and maintaining organizational and workflow diagrams and project management schedule and activity charts.
- Have previous experience with business intelligence software to include writing, running, and analyzing reports.
- Have experience with continuous process improvement programs and/or tools.
- Have experience with strategic business planning initiatives, preferably related to local government.
- Are able to work efficiently and effectively as an individual as well as in a team environment.
- Have experience with inspecting and identifying deficiencies of multi-family units not in compliance with Housing Quality Standards.
- Have experience documenting income eligibility of tenants who make application to occupy affordable housing units.
