General Position Description
Provides college-wide leadership and oversight in collaboration with both Organizational Development and Human Resources (ODHR) and senior leadership, serving as a business partner/internal consultant on strategic and operational Talent Management operations, to include assessment, implementation of services, policies, and programs. Directs and supervises the Talent Acquisition, Employee Development, and Employee Experience teams, to support the College’s efforts to attract, develop, and retain employees. Brings subject matter expertise to related areas as well as federal, state, and local regulations to support the alignment of division goals to college goals. Exercises discretion and independent judgment with respect to matters of significance daily.

1. Provides vision, leadership, and expertise for Talent Management by developing strategic plans, serving as a partner/liaison among ODHR and college senior leadership, campus leadership, and district staff in the development, implementation, and assessment of talent management initiatives, programs, and changes. Co-develops strategies by working with ODHR leaders on the goals and objectives for the department, ensuring alignment of division goals to college goals.

2. Directs, creates, and implements policies; provides operational oversight, compliance, communication, and interpretation/application. Evaluates alternative courses of action; guides Talent Management direction and project implementation to meet departmental goals within budget and time constraints.

3. Directly supervises, coaches, and leads multiple teams in creating and implementing the procedures and processes needed to communicate and support programs, aligning the work under one strategic talent management strategy.

4. Manages various complex projects. Develops, implements, and assesses processes and strategies to support the development, growth, administration, marketing, and enhancement of Talent Management operations in alignment with college priorities and in accord with college, local, and state guidelines.

5. Guides the Talent Acquisition team by coordinating efforts with ODHR and senior leadership developing, implementing, administering, and monitoring the College’s full-cycle recruitment activities. Understands the unique needs for talent acquisition programs, ensuring an effective recruitment/selection process and positive candidate experience. Provides expert consultation regarding market conditions, hiring trends, and innovation. Supports applicant pool review for quality candidates best meeting specific job needs and qualifications as well as viability for hiring committee consideration.

6. Guides the Employee Development team by coordinating efforts with ODHR and senior leadership in the development, implementation, & assessment of the College’s professional development needs and succession planning. Assists in directing the coordination of curriculum, programming, delivery of content, and the development and maintenance of professional development records and systems. Helps with employee performance and program implementation, including delivering training courses, supporting awards and recognition programs, and assisting with individual development plans.

7. Guides the Employee Experience team by coordinating efforts with ODHR and senior leadership, strategizing ways to create and maintain a positive, rewarding work environment. Recommends processes and experiences for the integration of new employees into the College’s workforce and retention of current talented employees. Assists with building a culture of trust and communicates value to employees; advises and supports leadership on the resolution of human resources concerns.

8. Completes annual performance development process with each assigned employee according to College policy and the prescribed timeline. Creates mechanisms for employees to provide feedback and voice concerns. Supports program improvements and encourages professional development and growth of the team’s skills and performance.

9. Oversees all reporting, data collection, and analysis to evaluate programs. Directs the development and implementation of tools and metrics to gauge talent management needs and metrics for measuring success of programs initiatives. Assesses efficacy of the strategies, identifying patterns and areas of concern. Directs and engages in fine-tuning such strategies based on outcomes; reports findings to ODHR and senior leaders to support decision-making.

Qualifications

Required Minimum Education
Bachelor’s Degree from a regionally accredited institution, or any equivalent combination of related education, training, and/or experience which provides the required knowledge, skills, and abilities to perform the essential functions.

Five (5) years of progressively responsible experience in talent management to include full cycle recruiting, sourcing, and employment branding; developing and facilitating training, performance management, and outreach; implementing various initiatives to create rewarding employee work experience; and managing and/or leading teams.
Required License/Certification
Preferred Qualifications
Preferred Education & Field of Study
Business Administration, Human Resources, Organizational Development, Management Information Systems, Higher Education, or a related discipline from a regionally accredited institution.
Preferred Type of Experience
One (1) year of experience providing advanced consulting to determine and evaluate complex business needs, deliver difficult communications, and educate partners/management on HR policy and process as well as designing, implementing, and assessing talent management initiatives and programs.
