POSITION DESCRIPTION
The Senior Project Controls Analyst will provide support services as required for day-to-day operations. Services will be provided using Savannah River Nuclear Site (SRNS) processes and procedures. Subcontractor will track employee performance during a project and support all managers involved with the project. Reporting of any problems with the project will be expected.

The Senior Project Controls Analyst performs tasks in support of project controls, cost, and schedule management, and reporting activities. This position also assists project managers and project engineers with the development and organization of project data such as fee estimates, earned value, status reports, cost reports, backlog projects, and resource needs. The Analyst works under general supervision within specific guidelines and protocols on routine and special assignments.

  • Establish and manage numerous diverse project control deliverables, providing EVMS direction, assist with project cost, schedule, scope, and subcontract matrices, while adhering to SRS quality, environmental, and safety objectives.
  • Establish and control project costs, schedule, and technical baselines and provide effective management of EVMS and other project control tools.
  • Development, implement, and maintain project schedules
  • Develop change control systems required for the management of projects from inception through closure
  • Provide expertise in Empower for Reporting activities
  • Support monthly financial projects by analyzing consultant, employee, and subcontract labor
  • Review and analyze project data each week
  • Evaluate numerous budget/funding/schedule/staffing scenarios,
  • Mentor new Project Controls employees with a strong emphasis on increasing their skill set,
  • Ensure EVMS compliance in anticipation of Certification.
  • Identify and propose resolution for potential issues within the project data with Project Management Support senior staff
  • Provide quality reports to address routine project management activities and special customer requests
  • Ensure satisfaction of project milestones and customer requirements
  • Oversee and report performance

EDUCATION REQUIREMENTS
Bachelor’s degree or equivalent in a science, engineering, business or task relevant discipline. Equivalency Requirements, may be applied in lieu of education.

MINIMUM QUALIFICATIONS
Experience: Minimum 20 years of commercial or federal program or projects experience; 10 or more years in an executive role or a highly specialized area applicable to the special or unique needs of the task

Desired Qualifications
  • Experience in Project Controls, Cost, and Schedule management activities.
  • Experience producing project related reports and metrics.
  • History of the facilitation and coordination of work planning meetings.
  • Experience in developing and maintaining reports and metrics for tracking, work planning, and execution.
  • Able to review and analyze cost expenditures to determine the accuracy of charges.
  • Ability to manage the review of cost expenditures and oversee corrections to resolve erroneous charges.
  • Familiar with basic project control software applications including Primavera P6, Excel, and Microsoft Word.
  • Familiar with Passport, Asset Suite, or other comparable work management/planning software.

LOCATION
Savannah River Site - Aiken, SC. Position will be primarily performed at SRS and various off-site locations as needed.
The Savannah River Site (SRS), a 310 square mile (198,046 acres) Department of Energy site, is located in the sand-hills region of South Carolina. It encompasses parts of Aiken, Barnwell and Allendale counties and is bordered on the west by the Savannah River and Georgia. SRS is close to several cities, including Augusta, Georgia and Columbia, South Carolina. It is also within a few hours of Atlanta, Savannah, Charleston, Greenville and Charlotte.

PHYSICAL REQUIREMENTS AND WORKING CONDITIONS

A 40-hour work week is scheduled. SRS utilizes various work schedules, including 5/8s (8 hours/day; five days per week), 4/10s (10 hours/day; four days per week), and a 9/80s (9 hours/day, five days on week A and 4 days on week B). The work week excludes SRNS holidays. Each workday has a 30-minute lunch. The period of performance shall be for a period of one year base period and an additional one-year option. An active DOE clearance is not initially required to perform assigned duties. Subcontract personnel must have the ability to obtain and maintain a DOE "Q" security clearance. After award, the selected uncleared candidate may be required to apply for a DOE clearance. Must be a US Citizen.
