HOME-ARP Division

This is a temporary position associated with one-time federal funding under the American Rescue Plan Act. The position is estimated to be filled through approximately December 2026, with possibility of extension.

GENERAL DESCRIPTION:

Performs highly advanced complex and technical work in the planning of administration and enforcement compliance requirements for HUD – Community Planning Developments federally assisted multifamily projects projects that are subject to Uniform Relocation Assistance and Real Property Acquisition Policies Act and Section 104(d) of the Housing and Community Development Act, and HOME-specific relocation requirements for projects occupied by residents or businesses. This FTE will work on the HOME-ARP Program (the HOME Investment Partnerships American Rescue Plan Program), a program focused on serving persons experiencing homelessness and other vulnerable populations; and the Multifamily Finance Division on its HOME annual, Neighborhood Stabilization Plan, National Housing Trust Fund and Emergency Rental Assistance activities. Work involves providing consultative and technical assistance to other TDHCA staff, owners and developers, governmental agencies, community organizations and the general public. Work is performed under the direction of the Manager of the HOME-ARP Division with minimal supervision and with considerable latitude for the use of initiative and independent judgment.

SPECIFIC JOB RESPONSIBILITIES:

  • Provides consultative services and technical assistance to Uniform Relocation Act, Section 104(d), and HOME relocation regulations at 24 CFR 92.353 to be able to provide oversight and guidance on owners with Developments subject to these regulations.
  • Review rental and non-congregate shelter development applications and ensure compliance with URA required notices (temporary or permanent) including Voluntary Acquisition Notices. Work to resolve related deficiencies.
  • Update TDHCA’s Residential Anti-displacement and Relocation Assistance Plan (RARAP) as necessary and ensure Owner’s compliance with the RARAP as adopted by TDHCA and available at https://www.tdhca.state.tx.us/multifamily/home/relocation.htm.
  • Provide technical assistance to owners regarding guidance for offering advisory services, moving expenses, replacement units, relocation assistance payments, security deposits, or homebuyer assistance, as applicable. Provide guidance on compliance with relocation protections at 24 CFR 92.353(b) and (c), and right to return to the building or complex per 24 CFR §92.353(a) should also be provided.
  • Provide guidance to owners and TDHCA staff regarding calculations for relocation assistance within federal guidelines. Ensure the provision and calculations for assistance are within federal guidelines.
  • Ensure owners provide tenants and businesses appropriate advisory services, moving expenses, replacement unit, relocation assistance payments, security deposit, or homebuyer assistance, as applicable. The compliance with relocation protections at 24 CFR 92.353(b) and (c), and right to return to the building or complex per 24 CFR §92.353(a) should also be incorporated in the oversight.
  • Interface with awardees to ensure that any appeal rights are the tenants are upheld and appeals are treated in accordance with the federal and state regulations.
  • Maintain Status Reports on the provision of URA, Section 104(d) and HOME regulations regarding relocation.
  • Understands the one-to-one replacement requirements for multifamily programs, and the appropriate exceptions.
  • Acts as liaison with federal agencies and internal programs to explain the programs and federal requirements.
  • Oversees the analysis, implementation and documentation of Department policies.
  • Oversees the development of policies, procedures, manuals, forms, and standards and plans activities in accordance with federal and state objectives and goals.
  • Maintains current knowledge of Department procedures, regulatory requirements and documentation related to relocation.
  • Provides assistance and technical assistance to divisional and departmental staff.
  • Performs entries into and maintains division program databases and information systems in a timely manner.
  • Determines trends, resolves operational problems and makes recommendations to management.
  • Conducts administration and technical assistance workshops and speaks to community and professional groups.
  • Collects, organizes, analyzes, and prepares material in response to requests for information, correspondence and reports.
  • Consults with public and private agencies involved in the programs to resolve problems, identify training needs, and discuss program effectiveness.
  • Performs related work as assigned.
  • Responsible for becoming fully knowledgeable of the Department’s Fraud, Waste and Abuse Prevention and Detection Program including reporting mandates.
  • Travel as required, approximate travel is 10%.
Qualifications

EDUCATION/EXPERIENCE:

  • Graduation from an accredited four-year college or university with major course work in communications, public administration or business administration preferred.
  • Experience in the administration of a state or federal housing program is generally preferred.
  • Experience or education may be substituted for one another.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Extensive technical knowledge of federal programs; of public administration and management techniques; and of program planning and implementation is preferred.
  • Must have 3 or more years of experience with Uniform Relocation Assistance Act and Section 104(d) of the Housing and Community Development Act and related policies required.
  • Preference for experience with HOME relocation regulations at 24 CFR 92.353.
  • Must possess the ability to gather, assemble, correlate, and analyze facts; to devise solutions to problems; to prepare concise reports; and to develop and evaluate policies and procedures.
  • Must possess the ability to establish and maintain effective working relationships with coworkers, state agencies, local government officials, and the general public.
  • Must possess proficient knowledge and skill in the use of Microsoft Office including Word, Excel, Powerpoint, Outlook, and Access.
  • Must possess excellent written and oral communication skills.
  • Must possess the ability to speak to the public. Experience in both small and large settings, ability to organize and produce cogent presentations.
  • Must possess the ability to adapt to changing workloads and deadlines.
  • Must possess the ability to set priorities and organize workload.

PHYSICAL REQUIREMENTS:

  • This classification functions in a standard office environment. Ability to drive and travel as needed. Will need to move about the office to access file cabinets, use office machinery, attend meetings in various offices and conference rooms, etc. Must be able to communicate and exchange accurate information via phone, computer, and in person. Must be able to observe and evaluate data in a variety of formats, including hard copy, electronic, and various media formats. Must be able to work non-standard hours including the ability to work beyond 40 hours per week as needed and in compliance with the FLSA.
  • The employee must be able to lift and/or carry up to 10 pounds. Must be able to push and/or pull up to 10 lbs

OTHER:

Must be willing to work in a non-smoking environment and adhere to all applicable Department policies and procedures. Must be willing to work overtime if necessary which may include nights and weekends. Must attend work regularly and adhere to approved work schedule.
