HDR Engineering is looking for a Program Lead for a large-scale Power Delivery client.


Primary Responsibilities

The primary duties of the Program Lead are to drive, oversee, and support the scoping and execution of a portfolio of power delivery services, with a focus on transmission project and associated strategic services (i.e. environmental permitting, right of way acquisition, survey, geotechnical investigations) for a large scale Power Delivery client. The Program Lead will focus on delivering world class engineering execution of projects by leveraging/growing teams locally and across the organization, working directly for a construction contractor (Contractor) who is under contract with the Owner in an Engineer, Procure, Construct (EPC) contract model.

Specific duties include:

  • Maintains the client relationship with the Contractor Transmission Program Manager
  • Works closely with HDR Program Manager on development and management of the transmission program while driving compliance with contract terms and conditions
  • Works closely with the Program Manager to assemble Project specific Execution Plan and oversee subsequent execution of such plan, including quality management, risk management, communication plan, staffing plan, change management, etc.
  • Identifies and mitigates risks (i.e. contract terms, staffing, project financials, change orders, schedules, technical expertise, safety) associated with transmission projects
  • Works closely with discipline leads and project managers to focus on project scoping and execution of a specific series of common project opportunities that constitutes a program-scale effort. Will manage some specific projects within the program.
  • Develops a program structure of project controls support, discipline leads, project managers, subject matter experts, and project teams in multiple offices to support the needs of the transmission program
  • Works hand in hand with the client, principal in charge (PIC), client manager, PMs, design managers and execution teams through sound project controls
  • Coordinate with project managers to oversee project reporting, earned value management, project set up and closeout, and onboarding of program staff.
  • Participate in and present to client, jointly with Contractor, during program progress meeting
  • Coordinate with Contractor to oversee sub-consultant teams
  • Dedicated full time to the program
  • Works independently and may direct, mentor, train, and/or supervise one or more staff

Qualifications


Qualifications:

  • Bachelor’s degree in Electrical, Civil, or Mechanical Engineering, Construction Management or closely related field.
  • PE license or PMP strongly preferred.
  • Minimum of 7 years of related experience.
  • Minimum of 5 years of Power Delivery substation or transmission line design experience.
  • Minimum of 5 years of project and/or program management-related experience on long/linear infrastructure projects required.
  • Minimum of 3 years of Project Management experience on EPC projects preferred.
  • Proven experience scoping projects, managing projects, managing client relationships, proposal development, and business development.
  • Strong leadership skills and program management experience with multiple national remote teams preferred.
  • Understands contractual risk and mitigation strategies in EPC delivery models.
  • Previous experience managing staff, clients, contracts and hiring staff for an engineering consulting firm preferred.
  • Familiar with various Project Management Information Systems (PMIS) such as eBuilder, Unifier, ProCore, Aconex, ProjectWise, P6, PowerBI, or similar.
