Vice President of Home and Community Based Services

Reports to Chief Clinical Officer

Minimum Qualifications

  • Must have recent experience with Oklahoma ADvantage Waiver program.
  • Registered nurse with current licensure to practice professional nursing in all states in which home and community based services are rendered.
  • Associate or Bachelor’s degree in Nursing from an accredited program by the National League for Nursing.
  • Five years experience preferred in the management or administration of major health or social services program or related health care organization.
  • Two years experience preferred in Accountable Care Organizations, Value Based fee for service contracts and administration of Value Based Medicine partnerships or contracted services.
  • Demonstrated ability to supervise and direct professional and administrative personnel.
  • Ability to deal tactfully with organization peers, partners, future partners and the community.
  • Must be a licensed driver with an automobile that is insured in accordance with state and/or Organization requirements and is in good working order.
  • Has excellent observation, verbal and written communication skills.
  • Knowledge of business management, governmental regulations including all state and federal standards.
  • Complies with accepted professional standards and practice.
  • Is self-directed with the ability to work with little supervision.
  • Working knowledge in computer word processing and spread sheet applications.
  • Must be able to travel when the position requires.

Summary of Job Duties

The Vice President of Home and Community Based Services is responsible for the overall administration and management of Personal Care Services , Value Based Medicine contracts, and other non-Medicare services.

Responsibilities and Duties

  • Coordinates and oversees indirect patient services and ensures regulatory compliance provided by clinical and non-clinical personnel.
  • Provides guidance and counseling to Clinical Administrator/Directors to assist them in continuallyimproving all aspects of patient care services, provided through organization personnel.
  • Interprets operational indicators to detect census changes and increases or decreases in volume that could impact staffing levels, revenues or expenses.
  • Employ qualified personnel in accordance with job descriptions according to requirements, evaluates, and terminates organization personnel per agency policy.
  • Assists with the evaluation of organization performance via performance improvement program, productivity, quarterly and annual reviews in coordination and under the direction of the Governing Body.
  • Assists in the development of organization goals. Develops, recommends, and administers organization policies and procedures as approved by the Governing Body.
  • Stays informed about changes in state specific Medicaid services, DHS, OHCA, AAU processes and requirements of care, shares information with appropriate organization personnel.
  • Stays informed about changes on accountable care organization changes.
  • Stays informed about changes in Value Based fee for service medicine for the sake of partnerships and service contracts.
  • Provide clinical, strategic and operational leadership that supports our mission, vision and values as well as the business goals and objectives of the Agency.
  • Responsible for maintaining and enhancing the culture of the team, the professional growth and development of staff. Maintain an expectation of open communication, collaboration and teamwork, puts a priority on positivity and transparency.
  • Works with Clinical Administrator, directors and supervisors to ensure documentation of services provided is accurate and timely. Works with Clinical Administrator, directors and supervisors to ensure the agency grievance procedure is followed upon receipt of any staff/patient complaints
  • Ensures adequate staff orientation, education and evaluations to meet the needs of employees in the delivery of patient/client care.
  • Works cooperatively with CEO to implement an effective budgeting and accounting system that promotes the health and safety of the agency's clients.
  • Is available in person, virtually or by telephone during the agency's operating hours.
  • Other duties as assigned by the Chief Clinical Officer

  • This position has been designated clinical management (see Infection/Exposure Control Plan). Employees performing clinical management duties may be involved in potential exposure to blood borne pathogens and other potentially infectious materials. All clinical management employees will be offered Hepatitis B vaccination at no expense to the employee.

Physical Requirements

  • Visual/hearing ability sufficient to comprehend written/verbal communication.
  • Ability to perform tasks involving physical activity, which may include prolonged sitting, heavy lifting and extensive bending and standing.
  • Ability to deal effectively with stress and frequent interruptions. Requires high level of flexibility.

Continuing Education Requirements

Must meet the required continuing education hours for state in which licensed as an RN. Agency personnel are expected to participate in appropriate continuing education as may be requested and/or required by their immediate supervisor. In addition, agency personnel are expected to accept personal responsibility for other educational activities to enhance job related skills and abilities. All personnel must attend mandatory educational programs.
