DESCRIPTION OF WORK

DEPARTMENT: Rocky Mount Police Department, City of Rocky Mount

JOB SUMMARY: This is non-sworn specialized administrative and technical work in the counseling and service referral of victims and witnesses of crimes, particularly family violence crimes.

Work involves responsibilities as the victim advocate for a variety of police related incidents. Work includes the coordination of activities for victim/witness contacts, follow-ups, scheduling, and counseling for victims and witnesses. Work includes extensive contact with the public, other departments and outside agencies. Work requires initiative and independent judgment. Work is reviewed through oral and written reports to supervisors.

JOB REQUIREMENTS

  • Assists victims of sexual assaults, domestic violence, stalking, dating violence crimes, and other crimes when requested by law enforcement at crimes scenes, hospitals, or other safe locations; provide support, referrals, and information related to victim’s rights and victim’s compensation information and application.
  • Coordinates contact with victim/witnesses, conducts follow-up interviews, schedules and counsel victim/witnesses and performs outreach services.
  • Acts as a liaison for the Department with victim/witness service agencies.
  • Provides victim/witnesses with information concerning judicial processes, service agencies and other community resources.
  • Assist victims in completing paperwork required by the courts (victim impact statement) and/or required in order to receive compensation.
  • Prepares written reports, memos, correspondence.
  • Provide staff support in researching and recommending alternate methods of providing family violence intervention services.
  • Assesses the needs of victims/witnesses.
  • Attends community meetings and develops presentations about victim assistance programs and services.
  • Performs related work as required: (i.e.: Assists victims in obtaining emergency food and/or shelter. Provides or arranges for transportation to court for victims as needed.)

MINIMUM QUALIFICATIONS

  • Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.
  • Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
  • Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated.
  • Must submit to and be able to successfully pass background, drug screening.

KNOWLEDGE, SKILLS AND ABILITIES REQUIREMENTS

KNOWLEDGE REQUIRED BY THE POSITION:


  • Of the rules, regulations, policies, and procedures of the department.
  • Of police principles, practices, methods, techniques, and procedures pertaining to domestic disputes and other family violence incidents.
  • Of applicable state, federal, and local laws and ordinances. Of social work principles.
  • Of victim/witness programs and service agencies. Of counseling and career development techniques.

ABILITY:
  • To understand and execute oral and written directives and to prepare clear and comprehensive written reports.

  • To deal courteously but firmly with other employees and the general public.
  • To counsel and refer victims/witnesses to appropriate service agencies.
  • To analyze difficult situations and to use sound judgment in decision making.
  • To express ideas clearly and concisely, orally and in writing.
  • To establish and maintain harmonious police-public relations.

  • To demonstrate methods of research, case analysis, and management.
  • To demonstrate an open, non-judgmental attitude towards victim/survivors.
  • To maintain accurate and complete files and data collection documents.
  • To work independently with limited supervision.

SKILL:
  • In oral and written communications.
  • In computer skills and maintaining a file system.
  • In compiling statistics and information required for reporting and record keeping.
  • In effective interviewing, listening, and crisis intervention skills.

SUPERVISORY CONTROLS: The Police Lieutenant or designee assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the results.

GUIDELINES: Guidelines include Department General Orders; the UCR Code Book; City rules and regulations; state laws pertaining to the dissemination of records; federal privacy laws; administrative codes for permits; General Statutes related to expunctions; and discovery laws. These guidelines are generally clear and specific, but may require some interpretation in application.

COMPLEXITY: The work consists of related supervisory and records management duties. The need for accuracy contributes to the complexity of the work.

SCOPE AND EFFECT: The purpose of this position is to participate in the management of department records. Success in this position contributes to the efficiency of department operations.

PERSONAL CONTACTS: Contacts are typically with other City personnel, attorneys, court officials, state and federal agency representatives, insurance company representatives, victims, and members of the general public.

PURPOSE OF CONTACTS: Contacts are typically to give or exchange information, resolve problems, provide services, and motivate or influence persons.

PHYSICAL DEMANDS: The work is typically while sitting at a desk or table or while intermittently sitting, standing, stooping, walking, bending, or crouching. The employee occasionally lifts light objects.

WORK ENVIRONMENT: The work is typically performed in an office. The work will require some contacts to be made with citizens in homes or facilities which assigned programs are conducted.
