The City of Napa Utilities Department is seeking two (2) Waste Prevention Specialists to support our Solid Waste and Recycling Division. The Solid Waste and Recycling Division is responsible for implementation and oversight of a variety of programs aimed at reducing waste and increasing recycling and organics composting, and which ensure compliance with local and state requirements such as State Assembly Bill 1383.

The Waste Prevention Specialist will play a vital role in working with Napa businesses, schools, multi-family complexes, and residents to provide training and assist with implementation of programs related to the City's solid waste, recycling and composting programs. The Waste Prevention Specialist will have an immediate positive impact towards local environmental sustainability by working to minimize the disposal of solid waste to landfill. This position is an integral part of the City team implementing requirements for commercial, residential, multi-family complexes, and schools to direct food scraps and organic waste to compost and capture as many recyclable materials as possible.

The Waste Prevention Specialist serves as a liaison to community members and spreads the word about the department's programs through various communication channels such as in-person trainings, local events, social media platforms, radio shows, event tabling, and written materials. We are looking for an individual with a passion for community outreach who enjoys creating marketing campaigns to deliver education to key stakeholders in the community. The Waste Prevention Specialist is also responsible for directing interns, part-time employee, and volunteers involved in the development and delivery of waste reduction programs. There are two Waste Prevention Specialist positions within the Utilities Department, and these staff members will work with each other to address business needs accordingly. The ideal candidate for Waste Prevention Specialist is a team player with strong communication and collaboration skills who excels at working with the public and the City’s contracted service provider. Ideal candidates for Waste Prevention Specialist will have shown success in demonstrating the following competencies:

The eligibility list established from this recruitment is intended to fill two (2) vacancies and may be used to fill future similar full-time vacancies as they occur during the active status of the employment list. The active status of this employment list will be six (6) months unless abolished sooner or extended beyond that date in accordance with the Civil Service Rules.

SELECTION PROCESS

The City of Napa utilizes a Civil Service Selection System founded on merit. Such a system is competitive and based on broad outreach efforts and equal opportunity for qualified applicants to take part in a process designed to determine the qualifications, fitness and ability of competitors to perform duties of the vacant position. The promulgated eligibility list for this recruitment will be at least six months, unless extended or abolished sooner.
What happens next?

Screening will include a review of minimum qualifications, application appraisal rating of education, training and experience and relevance of background qualifications related to the target job as well as supplemental questions if applicable.
  • Applicants selected to move forward in the process may be asked to participate in any combination of the following (at any phase of the selection process): a written examination, job related exercise, phone interview, in-person interview(s), and/or web-based testing.
  • Based on the City Charter, the final phase of the selection process is the Probationary Period, which in most cases is six (6) months, but may be twelve (12) months depending on your classification.
  • When three or fewer candidates are available, the testing procedures outlined in the Job Announcement may be waived by the Human Resources Department.
