The WiFi - IT Design/Construction Manager will provide day-to-day support for design, construction, and commissioning of the PCN and IT wireless infrastructure at Refinery Locations as part of the Digital Operations and Maintenance (DOM) 2.0, Digital Foundations project. This is a key role for this initiative and requires coordination between sites, vendors, contractors as well as primary contacts within the site and corporate PCN and IT organizations. The individual selected must have capabilities in managing concurrent activities and multiple sites, including design and project construction experience in a refinery. Given the technical nature of the team and the broad range of skills needed, this role requires a self-starter that can learn quickly and work on specific technical tasks with little supervision.

Location: The selected candidate will preferably reside within reasonable commuting distance of one of our office or refinery locations. These locations include: Houston, TX, Bartlesville, OK, Sweeny, TX, Borger, TX, Lake Charles, LA, Ponca City, OK, Linden, NJ, Roxana, IL, Billings, MT, Los Angeles, CA, San Francisco, CA or Ferndale, WA.

Responsibilities May Include:
Work closely with the Project Leads & Program Manager to support scope development, estimating and design optimization in the development of WiFi projects.

Provide field design review and supervision of site engineering and construction contractors.

Provide design, construction, checkout, and commissioning support/assistance as required.

Function as a liaison between the DOM team and the site project execution team (e.g., manager, construction group, contractors, etc.).

Maintain a strong relationship and interface with site stakeholders (operations, maintenance, technical).

Oversee several aspects of the project including validation of field progress through routine reporting and some site presence.

Lead and/or participate in weekly site reviews and project status meetings.

Attend related network, team meetings and other relevant technical discussions potentially impacted (FIN, Cybersecurity, WiMo, CIM, etc.)

Interface with major contractors (Honeywell, Emerson, Cisco, GDT, etc.)

Own the design of common components (e.g., junction boxes), and the relationship with associated vendors.

Ensuring each stage of the project happens on time, on budget and to a high standard.

Update metrics and other status reports for DOM.

Support other initiatives that will rely on the WiFi infrastructure, such as Wireless Monitoring (WiMo)

Follow and adhere to all P66 safe work practices.

Basic/Required Qualifications:
Legally authorized to work in the United States

High school diploma or GED equivalent

Valid driver’s license

7+ years of experience in instrument, controls and electrical design, field installation practices and construction in a refinery environment.

Ability to travel up to 50%

Ability to read and interpret drawings related to control, electrical and instrumentation systems such as P&IDs, loop drawings, network diagrams and other system documentation.

Knowledge of estimating process within the construction/IT industry and the ability to validate various estimates.

Ability to identify and mitigate project risks.

Preferred Qualifications:
Bachelor’s degree in electrical engineering or related field

Experience with the specification and installation of a Honeywell Experion Control System.

Strong knowledge of electrical systems and equipment, including design, installation, and maintenance

Knowledge of refining business operations

Knowledge of fiber installation and infrastructure

Knowledge and understanding of scheduling tools and ability to review

Ability to work independently and as part of a team, and to manage competing priorities

OSHA 10-hour training or familiarization of safe work practices

Experience with the application of Honeywell OneWireless components and related field devices (APs, WDMS, field devices, etc.)

Self-motivated and results-oriented with strong problem-solving and analytical skills

Planning and organizational skills to prioritize and manage multiple priorities simultaneously

Strong written and oral communication

Strong interpersonal skills

Compensation

The base pay range for this role is $126,000.00 - $194,250.00 per year depending on a candidate's relevant work experience and education.
