The Oregon Small Business Development Center Network (OSBDCN, hosted by Lane Community College and funded in part by the U.S. Small Business Administration and the State of Oregon) seeks an Associate State Director. In fulfillment of its mission, “Helping Build Oregon’s Best Businesses,” the statewide network provides advice, guidance, and instruction to current and prospective small business owners.

A fully-accredited member of America’s SBDC®, the OSBDCN assists over 15,000 entrepreneurs each year. In 2021, OSBDCN clients started 365 new businesses, acquired $87 million in debt & equity financing, and hired 931 Oregonians. Furthermore, over 50% of OSBDCN’s 2021 clients were women and/or racial/ethnic minorities.

This position provides leadership and operational oversight of OSBDCN’s educational services and technical assistance, available at 20 SBDCs, and our Global Trade Center that is hosted at 17 community colleges, 2 regional universities, and with the Columbia Economic Team. The selected candidate will have robust project management experience, the ability to effectively prioritize multiple tasks/demands, exceptional skills in managing complex multiple budgets, and successful experience within a political, fast-paced, demanding, team-oriented work environment. The candidate shall demonstrate a leadership style that is accessible, communicative and embodies the principles of social justice while engendering a collegial environment that fosters inclusiveness and teamwork.

Salary/Compensation Statement:

  • Lane Community College is considered a qualifying public employer for the purposes of the Public Service Loan Forgiveness Program. Through the Public Service Loan Forgiveness program, full-time employees working at the College may qualify for forgiveness of the remaining balance on Direct Loans after 120 qualifying monthly payments under a qualifying repayment plan. Grant Statement:

Required QUALIFICATIONS

Required Education:
  • Bachelor’s degree with coursework in business, public administration, accounting, or equivalency from an accredited college or university.
Or
  • Three (3) additional years beyond the stated minimums in business leadership, project management, and/or leadership experience in assistance to the management of small business enterprises.
And
  • A valid driver’s license is required.

Required Experience:
Five (5) years of experience leading business development support and/or entrepreneurship and project management leadership.

Preferred QUALIFICATIONS

Preferred Education
Masters in Business Administration or advanced degree in a related field.

Preferred Experience
  • Operational management experience in an SBDC network or a similar organization.
  • Grant management or equivalent accounting experience.
  • Experience using public accounting systems such as Banner.
  • Experience with project management software such as Asana.
  • Marketing and business communications experience.
  • Program and/or Project Management experience.

Position Purpose:
To fulfill the functions as OSBDCN’s chief operating officer by ensuring effective delivery of educational and advising services among Oregon’s statewide Small Business Development Centers.

Essential Functions:
Leadership/Accountability
  • Support the State Director in the areas of policy development, strategic direction, center and host institution communications, and legislative relations.
  • Provide contractual, financial, and programmatic oversight of the OSBDCN’s statewide service centers (including periodic site visits to all 20 Oregon SBDCs).
  • Co-negotiate overall contract scope and goals with federal and state funding agencies, and coordinate subsequent sub-contract goal negotiations and performance monitoring among the 20 Oregon SBDCs.
  • Administer and oversee internal controls, record-keeping systems, and internal audit protocols including SBA programmatic and fiscal reviews.
  • Work closely to update network policies and procedures, and ensure compliance.
  • Represent and advocate for the SBDC Network within the host colleges, with other statewide collaborators and organizations, and with national organizations.
  • Build strong ties to Lane Community College and ensure that the work aligns with the host college’s (s) mission, vision, and strategic goals.
  • Support quality improvement to operations annually in alignment with America’s SBDC five-year accreditation cycle.
  • Update the Lead Office and statewide Operations Manual containing policies and procedures.
  • Other duties as assigned.


Program Development & Project Management
  • Supervise project managers and respective goal monitoring based on contractual agreements.
  • Administer the development and preparation of supplemental funding proposals.
  • Oversee statewide training, counseling deployment, and maintenance of the statewide Management Information System (Center IC).
  • Manage the network’s reporting and performance measurement activities.
  • Oversee and support internal communication and professional development.
  • Support updates to the statewide intra-net communication platform.
  • Collaborate to provide new educational tools and resources for use by SBDCs including interactive web-based tools for counseling and training.
  • Oversee and support online training efforts statewide.
  • Support procurement of products and services to the Lead Office and statewide Network.
  • Management selection and training of in-person and online tools that assist in the delivery of advice, guidance, and instruction.

Supervision/Employee Development
  • Manage day-to-day operations of the Lead Office personnel, professional development training, and performance monitoring.
  • Coordinate the development and delivery of OSBDCN statewide professional development training.
  • Administer practices that assure excellent staff effectiveness through recruitment, selection, staff development, use of Network sponsored resources, and performance appraisal processes.
  • Support and participate in hiring processes at both the Lead Office and statewide with centers.

Marketing/Public Relations
  • Manage the Network’s marketing and public information efforts, including marketing materials, social media newsletters, website, and press releases.
  • Promote the Oregon SBDC Network through public presentations and representation on various boards and committees.

Physical Demands/Working Environment:
This position works indoors and is exposed to usual office working conditions that include office noises and interruptions, such as printers, telephones, and visitors. This position requires that an employee be able to sit or stand for extended periods of time; perform cognitive and psychometric work for more than six (6) hours a day; travel, work and drive safely. Work may require transporting materials up to twenty-five (25) pounds. Work may be remote and require travel.
