The mission of the North Carolina Division of Workforce Solutions (DWS) is to develop North Carolina's workforce talent, help individuals advance their career opportunities, and meet business workforce needs by connecting talent to jobs. NCWorks Career Centers provide a full range of services to diverse categories of job seekers and employers to meet their employment and placement needs through: assessment and development of job requirements; evaluation of experiences, skills and abilities; referral to jobs, job training programs, and other placement services.
This position will serve as DWS Manager for New Hanover Career Center. It will manage DWS center operations and execute day-to-day responsibilities of the Center to meet or exceed all identified goals and objectives. It will supervise a diverse team of workforce professionals, including a staff of 4-10 DWS individuals located in Wilmington, NC, while also serving Pender County. The position will utilize Integrated Services Delivery (ISD) model to plan and direct staff in providing employment services, job training, limited unemployment insurance services, and labor market information services to customers seeking work and employers seeking workers. It will interact closely with workforce partners, the Workforce Development Board, economic development entities, public officials, and employers, to ensure the appropriate delivery of services to all clients. It will be asked to travel as requested based upon business need. The work is performed independently under the administrative supervision of the DWS Regional Operations Director for the Southeast Prosperity Zone.

Demonstrated thorough knowledge of industrial and employment conditions within the state.- Demonstrated thorough knowledge of a great variety of human resource programs offered in the service area.
- Demonstrated considerable knowledge of modern office procedures, practices, and equipment.
- Demonstrated ability to plan, assign, direct, and review the work of subordinate staff in varied areas of technical and administrative responsibility.
- Demonstrated ability to plan and direct an outreach program which requires the use of a variety of publicity media, including press, radio, television, and visual displays.
- Demonstrated ability to develop the skills of center staff and direct training in the use of standard career and employment services techniques and procedures.
- Demonstrated ability to analyze and interpret data related to local employment economic conditions.
- Demonstrated ability to solve problems and make decisions.
- Demonstrated ability to manage and lead change, as well as manage operations in an integrated environment.
- Demonstrated ability to establish and maintain working relationships with applicants, employers, community organizations, and the general public.
- Demonstrated ability to express oneself clearly and concisely in oral and written form.
- Thorough knowledge of the organization, operations, and objectives of the Division of Workforce Solutions and local Workforce Development boards.
- Adeptness at presenting DWS' view and in negotiating with parties.
- Commitment to work responsibilities via regular and consistent documented attendance, evidence of strong planning/scheduling skills.
- Strong working knowledge of NCWorks Online.
- Working knowledge of Economic Development.
- Understanding of all Employment Services, Workforce Innovation and Opportunity Act (WIOA),Unemployment Insurance (UI) & Trade programming.
Bachelor’s degree from an appropriately accredited institution and six (6) years of experience in public or private employment service related work including two years in a supervisory capacity; or Associate’s degree from an appropriately accredited institution and eight (8) years of experience in public or private employment service related work including two years in a supervisory capacity; or an equivalent combination of education and experience.
