ABOUT THE DEPARTMENT
The Community Action Agency provides leadership, advocacy, and services assisting low-income and disadvantaged persons to achieve self-sufficiency.
The Housing Authority administers the Section 8 Housing Assistance Payments Program through a contract with the U.S. Department of Housing and Urban Development (HUD). The Housing Authority also assists local efforts to provide affordable housing opportunities to low-income residents.
ABOUT THE POSITION
Under the direction of a manager may supervise assigned staff; provide creative leadership to coordinate community health improvement activities, agency and community relations, effective crisis communication, volunteer recruitment and support, and/or resource development for mental health prevention and early intervention and/or community health improvement projects; provide creative affordable housing development options, work with staff to apply for funding for development and to coordinate with agencies to bridge the gap between housing and housing stabilization services; and to perform related work as required.
This position requires strong project management skills and ability to interpret and navigate state and federal funding program requirements.
IDEAL CANDIDATE
The ideal candidate will have a background in affordable housing with an understanding of Federal and State programs, strong analytical skills, excellent writing skills, the ability to work independently and collaboratively, be organized and detail-oriented, be comfortable with public presentations, and have sensitivity to working with people of different cultures and economic backgrounds. Precisely, the ideal candidate will possess the following:
Technical experience in financing affordable housing, including financial and feasibility analysis experience;- Experience with asset management and loan portfolio, as well as a knowledge of property management policies and procedures;
- Experience with policy and program development in the housing field and knowledge of the affordable housing industry;
- Ability to clearly convey information and ideas through a variety of media to groups and individuals;
- Ability to use collaborative relationships to facilitate public policy in the affordable housing field;
- Ability to set goals and monitor personal progress;
- Ability to manage multiple projects and supervise program support staff
- Be a responsive and motivated team player with excellent interpersonal and communication skills;
- Excellent computer skills, including Excel, Word, PowerPoint, and Outlook.
- Develop grant proposals and contracts, create fiscal reports, assess project and/or developer risks, conduct onsite monitoring, participate in funding agency audits/monitoring, and select projects/developers through a competitive procurement process (i.e. NOFA or RFP/RFQ processes)
DISTINGUISHING CHARACTERISTICS
The Community Development Coordinator position in the Housing and Community Action Programs is responsible for working with the community to coordinate, facilitate, promote and negotiate affordable housing development. The incumbent must be able to exercise independent judgment, effectively supervise and evaluate funding and project potential, and participate in the planning and implementation of policies and procedures.
Knowledge of: The appropriate Housing and Community Action Programs department practices that include: affordable housing development to include assessment, planning, implementation and evaluation; models of and research related to community involvement in building healthier communities; grant writing; population-based housing outcome improvement; functions and services of local community agencies, organizations, and resources; social marketing, public relations, effective use of the media; methods of navigating the World Wide Web; budget preparation, fiscal planning, and monitoring; funding sources from foundations, corporations, and government agencies; research and outcome evaluation methodology.
Ability to: Demonstrate and develop in others leadership, vision, and energy in community outreach, organizing, and coalition building around population-based housing goals; negotiate effective and sustainable public/private partnerships; speak effectively to groups and organizations, and interact in partnership with other department staff, community agencies, and groups; think creatively, e.g., develop new approaches as needed, focus on results, exercise initiative, demonstrate ingenuity, think strategically, and show sound judgment in identifying and pursuing sources of program funding; coordinate and complete multiple community housing planning activities; demonstrate a successful track record of securing funding; work independently under limited supervision, prioritize work assignments, show excellent organizational skills, and work well under pressure of deadlines; communicate orally and in writing in a clear, concise, and effective manner; utilize word processing software (e.g., Microsoft Word) and the Internet with a high level of competence; read and interpret legislation and grant application instructions; maintain a steady sense of urgency; prepare effective grant applications and letters of intent and/or support, including well-written goals, objectives, and strategies when applicable; develop and maintain excellent interpersonal relationships with a wide range of people.
These requirements are typically attained with three (3) years of progressively more responsible experience in: 1) community outreach, organization, or coalition building; 2) health-related or affordable housing program development and implementation; 3) writing, securing, and managing grant activity (preferably with a health-based organization); AND a baccalaureate degree in public health, business, public administration, political science, communications, community health, or related field or comparable related experience.
A master’s degree (preferably with a specialization in public health, public administration, health administration, or business administration, or a directly related field) may be substituted for one year of experience.

Depending on the provisions of the California Public Employees’ Pension Reform Act (PEPRA) and other applicable laws, an employee in this classification will be covered under one of the following CalPERS retirement formulas: (1) 2% at 55, (2) 2% at 60, or (3) 2% at 62. An employee in this classification will also contribute up to 8.75% of his/her pay to this plan or will contribute such other amount to the plan as authorized by PEPRA and other applicable laws. THESE BENEFITS DO NOT APPLY TO EXTRA HELP EMPLOYEES
Holidays:
12 paid holidays (96 hours) per year.
Vacation:
10 working days a year during the first three years of service; 15 working days a year - 4 through 9 years of service; 17 working days a year - 10 through 15 years of service; 20 working days a year - 16 or more years of service. Note - accrued vacation leave may not be used until after six months of employment. For purposes of vacation accrual, a working day is no more than 8 hours.
Sick Leave:
96 hours of sick leave are earned each year with no maximum accrual. Employees terminating in good standing after completion of 5 years of continuous service will receive a pro-rata payoff of accumulated sick leave. Unused sick leave may be converted to PERS service credit upon retirement. Note - accrued sick leave may not be used until after three months of employment. Accrued paid leave benefits are used in conjunction with FMLA/CFRA as appropriate.
Bereavement:
Maximum of 24 hours for each non-concurrent death in the immediate family.
Health Plan:
Shasta County contracts with PERS for medical insurance and has an alternative Blue Cross plan. Employees in the Teamsters bargaining unit are insured through a Teamsters Trust plan. Depending on the plan selected, the County pays most, or all, of the employee premium, and contributes a portion of the dependent premium. Contributions are made for a portion of a retiree's insurance premium.
Dental Plan:
The County pays a portion of the employee's and dependents' premium for dental insurance. The employee pays the full premium during the first six months of coverage.
Vision Plan:
The County pays the employee premium and employees may enroll dependents at their own expense.
Life Insurance:
The County pays the premium for life insurance for most employees. The amount of coverage varies by bargaining unit.
Retirement:
The County is in the Public Employees' Retirement System (CalPERS) coordinated with Social Security. Members hired prior to May 8, 2011 are covered under the retirement formula of 2% @ 55 benefit. Members hired after May 8, 2011 but before January 1, 2013 are covered under the retirement formula of 2% @ 60 benefit. Members hired after January 1, 2013 are covered under the California Public Employees Pension Reform Act (PEPRA) with a benefit formula of 2% @ 62. Please review the specific MOU for stipulated retirement formulas.
Employees pay 7.75% of his or her salary, on a pre-tax basis for a period of time as specified in his or her labor contact, or Personnel Rules as appropriate.
- Deferred Compensation plans available through specified companies.
- IRC Section 125 plan available for pre-tax payroll deductions for contributions towards un-reimbursed medical expenses and dependent care.
