This important role will be responsible for all aspects of monitoring and ensuring mortgagor/owner compliance with program, loan and regulatory requirements imposed by Virginia Housing, various federal and state housing programs. This role provides daily technical support and training to owners, management and site agents regarding the interpretation and application of rules and regulations governing the IRS and Virginia Housing tax credit loan programs. Perform compliance audits, Management and Occupancy Reviews (MOR) and conducts physical inspections per HUD and UPCS guidelines.

Responsibilities will include:

• Reviews and interprets with oversight regulatory documents for various restrictive housing programs which includes multi-layered Virginia Housing conventional loan and/or bond financed products, as well as federally regulated housing programs (i.e. Low Income Housing Tax Credit Program, TCAP, 1602 Exchange Program; HUD-Section 8 Project-based, and Rural Development Programs.)
• Prepares for and performs compliance audits with supervision to monitor regulatory compliance with applicable program requirements by reviewing applications and tenant files and the screening and selection criteria, occupancy preference and standards, HUD’s Affirmative Fair Housing Marketing Plans, Virginia Privacy Act, Virginia Residential Landlord-Tenant Act, Section 504, ADA, and fair housing requirements as decided by Virginia Housing leadership team.
• Conducts physical inspection, with supervision, of various housing properties in accordance with physical inspection protocols and report any related observations.
• Conducts Tax Credits audits with supervision to monitor owner/agent compliance with the IRS regulations and the State HFA requirements.
• Provides technical assistance to owners and management agents regarding the interpretation and application of rules and regulations governing the various housing programs, and use of Online Tenant Monitoring Systems.
• Requires up to 50% travel.

Qualified candidates must possess:

• A few years of experience preferred working in the Property Management Industry or Government Assisted Housing Programs.
• Bachelor’s degree or equivalent work experience.
• Proficiency in Microsoft Office, working knowledge of Outlook, proficiency in Internet functionality.
• Possess and maintain a valid driver’s license.
• Ability to inspect the properties by navigating the buildings, stairways and grounds.

Preferred qualifications: Industry Certifications (HCCP, COS, AHM, C3P, TaCCs, SCHM). Property management experience with preferred in-depth knowledge of LIHTC and HUD Occupancy Handbook 4350.3. Experience working with subsidy programs and affordable housing programs or properties with minimal supervision is desired.

Hiring Range: $65,251-$84,827

This position follows a hybrid work model (3 days in office, 2 days remote)

This position reports to our Innsbrook location in Glen Allen, Virginia.
