DIRECTOR, FISCAL SERVICES

FIRST REVIEW JANUARY 9, 2023 - OPEN UNTIL FILLED

$7,080 TO $8,708 PER MONTH

$84,961 TO $104,492 PER YEAR

12 MONTHS / 40 HOURS PER WEEK POSITION, MONDAY - FRIDAY

PRIMARY WORK LOCATION: WEED CAMPUS

Under the direction of the Vice President of Administrative Services, plan, organize, control and direct the operations of the District’s accounting and fiscal affairs; assure fiscal integrity of District financial records; supervise Business Office operations including cash receipts, disbursements, payroll and general ledger entries; supervise and evaluate the performance of assigned personnel.

Key Duties & Responsibilities

Business Office Operations

  • Plan, organize, control and direct the operations of the District's accounting and fiscal affairs; assure fiscal integrity of District financial records; supervise Business Office operations including cash receipts, disbursements, payroll and general ledger entries.
  • Supervise and evaluate the performance of assigned staff; interview and select employees and recommend transfers, reassignment, termination and disciplinary actions.
  • Maintain department processes to comply with generally accepted accounting principles and all applicable local, state and federal laws; analyze and authorize expenditures and fiscal activities as required.

Budget Responsibilities

  • Collaborate with budget and grant managers, area directors and administrators to increase understanding of financial information relating to their areas of budgetary controls.
  • Develop and prepare the annual preliminary budget for the Business Office; analyze and review budgetary and financial data; control and authorize expenditures in accordance with established limitations.

Other Fiscal Responsibilities

  • Provide technical expertise, information and assistance to the Vice President regarding assigned functions; assist in the formulation and development of policies, procedures and programs.
  • Communicate with other administrators, personnel and outside organizations to coordinate activities and programs, resolve issues and conflicts and exchange information; serves as liaison with the Board’s external auditors.
  • Maintain a computer network-based system of funds and accounts in accordance with generally accepted accounting principles and applicable local, state and federal laws.
  • Coordinate with County offices, banks, and relevant State and Federal agencies to control cash flow and maintain proper fund balances.
  • Plan, organize and implement long and short-term programs and activities designed to develop assigned programs and services.
  • Direct the preparation and maintenance of a variety of narrative and statistical reports, records and files related to personnel and assigned activities; maintain files of appropriate documents and schedules.
  • Prepare reconciliations for county held accounts and various bank held accounts; serve as liaison with county auditor and treasury offices.
  • Analyze accounting data and prepare or coordinate the preparation and dissemination of financial statements and reports, for internal and external purposes; prepare and accumulate required documents for financial reports, audits and preliminary and final budgets.
  • Operate a computer and assigned software programs; operate other office equipment as assigned; drive a vehicle to conduct work as assigned.
  • Attend and conduct a variety of meetings as assigned.
  • Perform relatable duties as assigned.

Minimum Qualifications

Any combination equivalent to:

  • Bachelor's degree in business, accounting or related field AND

  • Five (5) years increasingly responsible public accounting and auditing experience including some supervisory experience.

Selection Process:

After the preliminary screening, selected candidates will be invited to the campus for an initial interview with the Search Committee. Videoconference interviews (in lieu of an in-person initial interview) will be offered. Candidates to be interviewed will be selected from applicants who most closely meet the minimum and desired qualifications. Meeting the minimum qualifications does not guarantee an interview. The Search Committee will recommend finalists to the Superintendent/President for a final interview.
