PRIMARY PURPOSE:
To direct the processes, procedures, and resources for the purchase of materials and services in the organization. Manage and further develop the corporate strategies and procedures for physical inventory and investment recovery programs. Manage Procurement Policies and Procedures to ensure an efficient, professional, and compliant operation that is consistent with corporate and regulatory requirements.
PROCUREMENT MANAGER JOB RESPONSIBILITIES:
- Provide guidance and leadership to the Procurement Team, ensuring training and sharing best strategies for responsible and efficient procurement activities.
- Develop and manage a comprehensive sourcing strategy to ensure quality, cost saving, and timely delivered materials and services to support the enterprise.
- Build Procurement organization to support day to day operations as well as large scale projects of varying durations.
- Maintain knowledge of market conditions that may impact the company and keep abreast of trends and the potential impacts on growth and maintenance initiatives.
- Evaluate departmental processes and performance, taking action to remedy issues or concerns.
- Communicate regularly with Management on Departmental projects, goals and objectives.
- Establish and monitor performance requirements and goals, leading teams to ensure expectations and compliance guidelines are met.
- Review long range plans and broader business requirements, assisting customers in meeting their objectives of cost control, quality, and schedules.
- Foster a positive open work environment, systems approaches, and disciplined execution of all assigned tasks.
- Manage personnel related matters, including providing performance-based feedback, providing support and work assignments and completing administrative tasks as needed.
- Work closely with suppliers to promote relations and partnerships that optimize their performance for Tallgrass.
- Ensure standard terms and conditions and contract templates are maintained and utilized, and contract management processes include legal, risk and contractor assessments.
- Lead complex negotiations or provide guidance and assistance with agreement and supplier relationships to assure the company’s best interests are achieved. • Oversee management of physical inventory including purchase, audit, and policy compliance.
- Facilitate identification, valuation, and disposition of surplus materials, ensuring appropriate authorization and accounting for proceeds and capital management.
- Promote and facilitate Procurement participation in project status meetings with Project Management, Engineering, and Operations.
- Collaborate with the development and maintenance of Engineering Standards and Approved Manufacturer List (AML).
- Manage Purchasing, Inventory, and Surplus Material Procedures , ensuring customers have access, training, and guidance on compliant practices.
- Collaborate with Internal Audit in managing compliance with Tallgrass policies and regulatory requirements.
- Track and report key functional metrics for cost analysis, process review and benchmarking.
- Develop and maintain department information management processes and sites (SharePoint), ensuring ongoing improvement through evaluation and systematic review of current processes.
- Deal with a wide variety of people with tact, courtesy and professionalism.
- Partner with Team members, other Departments and organizations to achieve overall company objectives.
- Communicate clearly and concisely (verbal and written) in person, by telephone, and in email and listen carefully
- Oversight of key technology systems used by the Procurement Department
- Maintain a regular, dependable attendance and a consistently high level of performance.
- May be required to work non-traditional hours as needed.
- Develop and maintain a positive working relationship with internal and external customers.
- Maintain a high regard for personal safety, the safety of company assets and employees, and the general public.
- Other daily, weekly, monthly or special project duties as identified and defined.
JOB REQUIREMENTS:
Minimum requirements:
Education:
- Bachelor’s degree from an accredited institution in Business, Finance, Accounting, Engineering, or a related discipline.
- A minimum 15 years direct work experience in Procurement may be considered as a substitute for a degree.
Experience/Specific Knowledge:
- A minimum of five (10) years’ active and direct work experience in Procurement and Contract Management.
- Solid knowledge of financial terms and principles.
- Intermediate proficiency with Microsoft applications (including but not limited to Word, Excel, Outlook and PowerPoint) for the purpose of word processing, spreadsheets and information retrieval.
- Strong reading, listening and analytical skills and logical thought processes, with the ability to identify and resolve complex issues/problems.
- Ability to successfully organize and perform multiple tasks simultaneously, frequently under strict deadlines.
- Ability to analyze events at the transaction level, and apply sound and consistent resolutions to such events.
- Ability to write routine reports and correspondence.
- Past experience working on projects from a procurement, project controls, and/or project management perspective preferred
Certifications, Licenses & Registrations:
- Must possess and maintain a valid driver’s license and a driving record satisfactory to the company and its insurers.

- Must be familiar with industry related commodities such as pipe/valve/fittings, compression and instrumentation/measurement equipment.
- Demonstrated excellent verbal and written communication skills, with the ability to communicate with a variety of individuals and personalities at all levels internally and externally.
- Demonstrated experience training in both large group settings and one-on-one.
- Ability to work independently to manage tasks and timelines.
- Ability to identify expectations in an employee/employer relationship.

Working Conditions:
