JOB SUMMARY
The Grant Writer and Compliance Coordinator at the Resource and Crisis Center of Galveston County Inc. (RCC) is responsible for the full life cycle of the grant, foundation and fundraising program. This position reports directly to the Finance Manager and works closely with the Executive Director, the finance and grant team, and the department program management to ensure accurate, timely, efficient and transparent processes are in place for a grant’s life cycle. Additionally, the role is continually active with strategies in planning a proactive program by developing relationships with government contacts, businesses, foundations, organizations, trusts, and donors in the communities RCC serves.
ESSENTIAL JOB FUNCTIONS
- Research, prepare, submit and manage grant proposals to public and private grant sources.
- Effective communications, systems and documentation to ensure compliance, best practices and internal controls, to meet the pre- and post-award and renewal processes for government grants and local foundation grants.
- Prospect research on foundations and corporations to identify potential sources of funding and evaluate high potentials.
- Work with department program managers to gain relevant information for proposals needed or required for each grant submittal.
- Comply with all grant writing and reporting as required by grant funding and donors.
- Regularly review regulatory notifications and other sources of information and maintain a comprehensive list of reporting requirements for each contract/funding source.
- Will be required to gain knowledge and full compliance understanding of the following grants: Health and Human Services Commission (HHSC); Office of the Attorney General (OAG); Supportive Housing Program; Office of Victims of Crime (OVC); Violence Against Women’s Act (VAWA); Victims of Crime Act (VOCA); Family Violence Prevention and Services Act (FVPSA).
- Must know and adhere to the Texas Administrative Code as it pertains to Domestic Violence and Sexual Assault programs; Minimum and Best Practice Standards as promoted by The OAG, Texas Council on Family Violence (TCFV) and The Texas Association Against Sexual Assault (TAASA).
- Prepare programmatic reports in a timely manner to funding sources per contract requirements (i.e. monthly, quarterly, biannual, annual, or as required), with continuous updates with new contracts.
- Maintain and update as required for regulatory compliance, researching and communicating grant requirements to the direct service and indirect service program management.
- Follow-through on instructions to appropriate staff regarding compliance entity finding and ensure responses are in compliance with funding requirements.
- Oversees the direct services database system, Osnium, conducting grants review and direct service database system training for direct service staff.
- Reviews the database system weekly, assists in clearing data entry errors, maintains statistical data, provides reports to executives and managers regarding direct services on a routine basis.
- Reviews surveys collected, analyzes and maintains data required by grants for outcome measures and statistical data, completes surveys as requested from other partners, state and federal agencies.
- Translate a proposal into a program plan and ensure it is implemented according to proposal.
- Develop comprehensive systems to capture data for grants.
- Maintain strict client confidentiality by following RCC’s confidentiality policies as outlined in the Employee Handbook.
- Serves as a point of contact for the grants, disseminates grant communications, contract instructions, new policies, and addendums to the necessary administrators.
- Keeps a running calendar and schedule of important grant deadlines.
- Conducts internal audits for compliance with organization standards, identifies areas needed for improvement with executive team, grant team and program department managers.
- Assists during grant funder audits, and the single audit.
- Completes and reviews all programmatic reporting of direct client service data and outcome measures with the Finance Manager before submitting the reporting documentation to grantors and funders.
- Works collaboratively with the Financial Grants Analyst in organizing and managing the grant management drive and development drive for quality grant tracking.
- Maintains the grants calendar for reporting deadlines and for grant writing deadlines.
- Assists in accessing the coalition manager-training program with TCFV or other necessary trainings required by grantors.
- Works with Human Resources Manager to maintain grant compliance with training standards as required.
- Assist with other periodic fundraising projects as requested.
- Other duties as assigned by the Finance Manager.
WORK SCHEDULE
Forty (40) hours per week. Monday through Friday as discussed with the direct reporting manager. Occasional weekend and evening hours may be necessary for required deadlines.

The employee frequently is required to speak and hear clearly. The employee is frequently required to stoop, kneel, crouch, crawl, and lift approximately 20 lbs. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. The employee must be able to drive and possess a valid and active state-issued driver’s license. The work environment characteristics described herein are representative of those an employee encounters while performing the essential functions of this job which is an office environment.
SUPERVISOR AND MANAGEMENT RESPONSIBILITY
This position reports to the Finance Manager. This position does not have any direct reports.
EDUCATION & EXPERIENCE
Required:
- Bachelor’s degree in communications, business, public administration or related field.
- Minimum two (2) years of demonstrated work experience with government grants writing, administration, contracts compliance and operational fundraising; non-profit work a plus.
- In lieu of college degree, will consider a combination of college education and minimum four (4) years of demonstrated experience in government grants writing and administration, contracts compliance and operational fundraising initiatives.
- Effective networking skills with grant funders at the local, state and federal level.
- Advanced working experience and knowledge of Microsoft Office Suite, Outlook and computer skills; knowledge of contact database systems; Osnium database is a plus.
- Effective verbal and written communications skills.
- Attention to detail and ability to write clear, structured, articulate and persuasive proposals, as well as copy edit for clarity and grammatical accuracy.
- Team player with strong collaboration skills and ability to receive constructive feedback.
- Able to work in and adapt to a multi-cultural, community-based organization.
- Must be able to work flexible hours when needed on a timeline project and deadline.
- Understand and embody RCC’s mission and culture and the ability to maintain appropriate rapport and boundaries with staff and volunteers in all circumstances.
- Must be able to travel to meetings, other locations, and partner sites as needed.
