Summary:
The IT Portfolio Manager is responsible for oversight of IT portfolio management function. In this role, the Senior IT Portfolio Manager will manage project/request intake and tracking, governance and priority setting; coordination with leadership to support project planning, scheduling, demand and capacity management; IT portfolio analysis, reporting, and communication to both the IT organization and FCS executive leadership; continuous improvement of IT portfolio processes; oversight and management of PPM tool.
Qualifications/Requirements:
EDUCATION/CERTIFICATIONS & LICENSES:
- Bachelor’s Degree in Business, IT, Project Management, or related field required.
- Project Management Professional (PMP) preferred
- ITIL certification preferred
EXPERIENCE:
- Minimum five (5) years of demonstrated experience in project coordination and portfolio administration or combination thereof.
- Minimum three (3) years of experience with capacity planning, resource management, and budgeting.
- Related experience in a research/healthcare/oncology environment.
- Demonstrated proficiency using project management/project planning tools (i.e. MS Project, Smartsheet, Planview, JIRA).
- Demonstrated understanding of business analyst tools and techniques; demonstrated proficiency using MS Office and Visio tools
- Demonstrated knowledge with project management methodologies (for example, PMI, Prince II and Agile) with experience involving the planning, execution, and monitoring of multiple projects.

- Ability to communicate effectively and frequently both verbally and in writing with audiences at multiple levels of technical and process understanding.
- Ability to manage and resolve conflicts
- Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
- Ability to influence multiple stakeholders without direct authority.
- Business acumen coupled with technical knowledge
- Strong research skills with attention to detail
- Ability to conduct cost/benefit analysis and business case development
- Must be able to work independently and proactively
- Excellent organizational, analytical, and independent problem-solving skills
- Knowledge of risk management processes (e.g., methods for assessing and mitigating risk)
- Knowledge project/program delivery methodology or framework, project management process, theory and lifecycle, including Waterfall and Agile methodology, as well as Project Delivery Framework and Software Development Lifecycle
- Familiarity with the use of reporting tools to monitor portfolio activities and analyze portfolio performance.
- Exceptional leadership skills, ability to develop and communicate portfolio objectives, inspire and motivate staff, and maintain alignment with business strategy.
- A high degree of political sensitivity, ability to adapt to and navigate the organization to overcome obstacles and achieve portfolio success.
- Excellent verbal and written communication skills, and the ability to effectively inform the organization on portfolio goals and objectives.
