POSITION SUMMARY:

The Payroll and Benefits Administrator is responsible for preparing weekly and biweekly payroll, coordinating the Authority-wide input of time and attendance, calculating withholdings for federal, state and local payroll taxes and administering health, dental and vision benefits programs. In addition, the incumbent is responsible for posting payroll to the general ledger, preparing year-end earnings statements (W2s) and maintaining employee leave balances. The incumbent makes sure the Authority is in compliance with federal employment and labor laws including COBRA, ERISA, FMLA, and FLSA, as well as union labor agreements and numerous tax laws.

MAJOR RESPONSIBILITIES AND DUTIES:

  • Prepare weekly and biweekly payroll for employees.
  • Coordinate input of time and attendance through the Parking Authority.
  • Calculate proper payroll deductions for federal, state and local taxes, FICA, Medicare, SUTA..etc
  • Prepare year-end W-2 forms for employees.
  • Calculate and confirm payroll runs.
  • Ability to resolve payroll processing problems.
  • Maintain detailed set of payroll and benefits records.
  • Maintain confidentiality of employee payroll and benefits information.
  • Administer wage garnishments
  • Properly post payroll to general ledger.
  • Prepare retiree pension and benefits payments.
  • Assist employees with setting-up and maintaining health, dental and vision benefits.
  • Ensures Authority is in compliance with applicable laws and regulations.
  • Calculate and withhold health, vision and dental insurance payroll deductions
  • Prepare automobile allowances and transportation reimbursements.
  • Prepare education/tuition reimbursements.
  • Prepare childcare reimbursements.
  • Perform notifications required by COBRA.
  • Administer workers compensation, short term disability and long-term disability benefits.
  • Perform benefit statement computations.
  • Administer deferred contribution savings plan.

REQUIRED KNOWLEDGE, SKILLS, ABILITIES:

  • Knowledge of policies and practices associated with payroll and benefits administration.
  • Familiarity with governmental/non-profit accounting principles and procedures.
  • Knowledge of federal and state laws governing payroll and benefits administration (COBRA, ERISA, FLSA, FMLA, Etc.).
  • Knowledge and ability in the use of a personal computer and software applications (e.g. Microsoft Word, Excel, Access, PowerPoint, etc.).
  • Experience with ADP or an equivalent automated payroll and benefits system.
  • Ability to perform data entry with a high degree of accuracy.
  • Ability to analyze financial data and to prepare accurate reports in a timely fashion.
  • Ability to exercise initiative and sound judgment and to react with discretion under varying conditions.
  • Must possess the ability to meet critical deadlines.
  • Must possess strong oral and written communication skills.
  • Must possess strong organizational skills.
  • Must have ability to thrive in a fast-paced environment.
  • Must be detail oriented.
  • Ability to maintain absolute confidentiality of employee data.

EDUCATION AND WORK EXPERIENCE REQUIREMENTS:

  • An Associate's degree in Business, Accounting, or Human Resources required (Bachelor's degree preferred).
  • 3-5 years of union of payroll and benefits experience required.
  • 1 year of accounting experience preferred.
  • 1 year of experience working with ADP or an equivalent automated payroll and benefits system preferred.

SPECIAL CERTIFICATES AND LICENSES:

  • Certified Payroll Professional (CPP) designation by the American Payroll Association preferred.

OTHER:

  • Must show proof of City of Pittsburgh residency or must obtain within 6 months required.

Job Type: Full-time

Pay: $1.00 per year
