Introduction
The City of Tucson hereby announces the 2023 Detective Examination Process. This examination will establish a two-year Civil Service List. Candidates placed on the list must have at least one year of service remaining as of the date they are eligible for promotion in order to be selected from the list. Candidates should be aware that employees promoted from this eligibility list will receive a 7.5% salary increase. This increase is calculated from the employee’s base salary, not including any special assignment pay they may be receiving.

General Description
The position of Detective performs crime investigation and analyzes evidence to determine cause and source of crimes. Detectives manage caseloads by preparing and maintaining files, processing paperwork, writing reports, and processing evidence. As a public service measure, candidates who are selected from the final promotional list may be assigned to a detective night duty shift at the discretion of the Police Chief and in accordance with the TPOA Labor Agreement.
Performs crime investigation and analyzes evidence to determine the cause and source of crimes. Manages caseloads, provides assistance to the public, prescreens police and civilian job applicants.
Essential Functions
Occasionally directs helpers, assistants, seasonal employees, interns, volunteers or temporary employees and may temporarily act in a higher capacity.
Investigates crimes by responding to calls, conducting surveillance, obtaining warrants, interviewing witnesses and suspects, collecting and analyzing evidence, drawing diagrams of the crime scene, conducting research, making arrests, and showing lineups.
Provides assistance to the public and law enforcement agencies by responding to telephone calls and correspondence, discussing cases and other issues with citizens, and providing statistics and general information to law enforcement agencies.
Manages caseloads by preparing and maintaining files, processing paperwork, writing reports, and processing evidence.
Prescreens police and civilian applicants by reviewing their paperwork, conducting interviews, conducting background investigations and polygraph examinations, and providing assistance to personnel as needed. Performs related duties by testifying in court, training employees, maintaining vehicle, and providing security for special events.
Minimum Qualifications
Minimum Education Level & Type: High School Diploma or G.E.D.
Minimum Experience Qualifications: At least 3 years serving as Police Officer
Valid and Unrestricted Class D – Driver
Special Job Requirements
Eligibility requirements are consistent with General Order 4333.1 applicants will need the following qualifications:
Completed three (3) years of cumulative service* in any commissioned classification below the rank of Detective as of June 6, 2023. For computation purposes, the non-commissioned classification of Police Officer Recruit: Trainee is included. No other non-commissioned classifications will be eligible. The commissioned classification of Marshall is excluded.
Arizona Peace Officer Standards and Training Certification (AZ POST Certified)
Arizona Criminal Justice Information System Network Terminal Operator Certification.
All applicants eligible for this process are encouraged to apply. Applicants are advised that upon placement on a hiring list, any member having been the subject of "major discipline," may not be promoted until the specified period has passed based on the date of discovery of the incident resulting in major discipline. Major discipline is defined as any suspension of sixty (60) or more hours, an involuntary demotion or reduction in pay within the last 12 months.
Applicants who are currently on the A.R.S. 15.1 rule list are eligible to apply. However, the Chief of Police has final say on all promotions/hiring and reserves the right to evaluate the circumstances surrounding placement on the list to include; the nature of the infraction resulting in placement on the 15.1 list, the date of infraction, personnel history of the employee since the infraction, and the overall impact on the department that would be the result of promotion that individual.
- Cumulative service is computed as having three (3) years cumulative service in any commissioned classification within the City of Tucson. Cumulative service exclude the classification of Marshall. For computation purposes, the non-commissioned classification of Police Officer Recruit: Trainee is included. No other non-commissioned classifications will be eligible. Applicants must also be currently serving in a commissioned classification under these definitions. If a member had a break in service, their total time will be used to determine experience. Three (3) years of cumulative service must be as of June 6, 2023. Service as a Reserve Officer is not creditable for computation purposes.

Selection Plan
EVALUATION PROCESS:
The evaluative components of this process will be used to assess the applicants' knowledge, skills, and abilities as they pertain to the essential functions of this position, as well as their knowledge of the information and methods contained in the study material.
- Written Exam (35 percent of final score) Tuesday, June 6, 2023
- Assessment Center (65 percent of final score) Week of June 26, 2023
SCORING METHODOLOGY:
Evaluation components of this exam will be scored in the following manner:
Written Exam:
All raw scores will be standardized within the applicant pool completing this evaluation and will account for 35% of the final score for those placed on the list.
Only the most qualified applicants based upon their Written Exam score will proceed to the Assessment Center. The number of applicants will be determined after utilizing appropriate statistical techniques and procedures; however, up to but no more than 60 applicants will proceed to the Assessment Center.
Assessment Center:
All raw scores will be standardized within the applicant pool completing this evaluation and will account for 65% of the final score for those placed on the promotional list.
To pass the Assessment Center, applicants must achieve a minimum of 60% of the RAW points available of the Assessment Center. However, up to but no more than 40 candidates will be placed on the List.
All numerical scoring results will be released once the List is published.
METHOD OF CERTIFICATION:
The top scoring candidates (up to, but no more than 40 candidates) that successfully performed all evaluation components will be placed on the List.
Candidates will be ranked on the Civil Service List based on scores achieved throughout this examination. Final scores shall be based upon the completion and passing of all components of the process and be computed in accordance with the weights and procedures outlined in this bulletin and statistical techniques and procedures established by the HR Director. In the event a tie exists, “seniority in rank" is used first and then "seniority on the department," if needed, will be the tie breaking mechanism. Methodology for standardizing scores will utilize a mean of 50 and a standard deviation of 10.
***Please be advised, per Civil Service Rule V, Section 2G,
the departmental final selection shall include a selection interview and may include additional examinations. The departmental final selection interview shall either offer all candidates on the certified list the opportunity for interview, or interview candidates in the order in which they appear on the certified list until a suitable candidate is identified through the final interview process. The [HR] Director or designee must review and authorize interview questions and any additional examinations based on job relatedness and scoring validity. An interview shall not be required if the department selects candidates based upon the ranked order their name appears on the list, beginning with the candidate receiving the highest score.***
