Job description
Serves as the County Road Engineer as required in RCW 36.80 and as Director of the Public Works Department. Has the responsibility for managing, directing, guiding and controlling activities of the Public Works Department. Plans, organizes, and directs activities related to the facilities, equipment, materials, and employees of the Department. Serves at the pleasure of the Board.
1. Performs highly responsible administrative, professional and technical management work. Provides managerial leadership and directs the selection, supervision and evaluation of staff. Meets with the Board of County Commissioners on a regular basis to report activities and receive guidance.
2. Establishes policies, procedures, work rules and performance standards to assure the efficient and effective operation of the Public Works Department in compliance with County standards and federal, state, and local laws.
3. Directs the preparation and administration of the department budget based on staffing and resource requirements, cost estimates, departmental objectives and goals. Monitors the budget to assure compliance with approved budget levels and standards.
4. Provides planning leadership and direction; develops short-term and long-range plans, goals and objectives for departmental operations involving public works divisions including county road, equipment and related programs; reviews and updates annual and comprehensive plans; coordinates department activities with other County departments and outside governmental agencies.
5. Directs department operations to achieve goals within budgeted funds and available personnel; plans and organizes workloads and staff assignments, reviews progress, directs changes in priorities and schedules as needed to assure services are provided in an efficient and timely manner.
6. Conducts or oversees performance evaluations. Administers labor contracts at the department level. Serves as a member of management negotiating team for union agreements covering employees of public works. Resolves grievances and other sensitive personnel matters. Assures all personnel are adequately trained to perform duties.
7. Provides County representation regarding assigned operations on various committees and before special interest groups and other community groups. Serves as liaison with other agencies, departments, community groups and the public.
8. Develops and maintains systems and records that provide for proper evaluation, control and documentation of assigned operations.
9. Directs the resolution in inquires, complaints, problems or emergencies affecting the availability or quality of services. Responds to the most sensitive or complex inquiries of service complaints.
10. Performs other duties as assigned.

- Any equivalent combination of education and experience that provides the applicant with the required knowledge, skills, and abilities to perform this job. A typical way to obtain the knowledge and abilities would be:
Bachelor’s Degree in Civil Engineering
Eight years of professional experience of which up to six years of college can be substituted on a year for year basis
Additional experience in managing a multiple division department
Valid state driver's license in state of residence
Registration as a Professional Engineer
Registration in Washington as a Professional Engineer within three (3) months
