Responsible for the operational management of the City Recreation Department. Manages & operates the city outdoor pool & operates the pool in the city indoor aquatic center. Plans, develops, manages & coordinates recreational programs for the city & surrounding area. Interviews, hires & supervises part-time employees. Provides education & information to the public regarding department activities. Develops & maintains partnerships with organizations & businesses involved in park & recreation programs & projects. Manages the departments on-line registration system. Responsible for the updating material on the city web page. Assists in developing & implementing annual budget for the recreation department including expenditures, revenues & capital improvement projects. Assists with developing & implementing long-range capital improvement plan for the department. It is very important that this person have a demonstrated record of success at bringing diverse individuals, groups, & organizations together to accomplish projects.

JOB SUMMARY
This position is responsible for managing the development and delivery of recreation programs and services.
MAJOR DUTIES/ESSENTIAL FUNCTIONS
Develops, implements, evaluates, and markets recreation programming for all age groups.
Hires, trains, supervises, and evaluates the work of seasonal personnel.
Operates indoor and outdoor pools; completes all required maintenance.
Works with other agencies, groups, and committees to offers sports, recreation, and special events.
Prepares and oversees department budget; controls expenditures.
Researches and applies for grant funds; manages grant expenditures and grant reporting.
Updates department website and social media accounts.
Assists the public in registering for programs and activities.
Reserves city facility for the public.
Recruits and coordinates events and tournaments.
Attends training, conferences, and workshops.
Attendance is an essential function of this position.
Performs related duties.

SUPERVISORY CONTROLS
The Parks and Recreation Director assigns work in terms of very general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results.
GUIDELINES
Guidelines include ADA regulations, State of South Dakota aquatics regulations, and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.
COMPLEXITY/SCOPE OF WORK
The work consists of varied management and administrative duties. The variety of tasks to be performed contributes to the complexity of the work.
The purpose of this position is to direct the operations of the Recreation Department. Successful performance in this position contributes to the efficient and effective delivery of recreation programs and services to area residents.

Contacts are typically with coworkers, other city personnel, volunteers, community leaders, school representatives, vendors, and the general public.

PHYSICAL DEMANDS/ WORK ENVIRONMENT
The work is typically performed while intermittently sitting, standing, or stooping. The employee occasionally lifts light and heavy objects and uses tools or equipment requiring a high degree of dexterity.
The work is typically performed in an office, at recreation facilities, and outdoors, occasionally in cold or inclement weather.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
This position has direct supervision over seasonal employees.
MINIMUM QUALIFICATIONS
Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.
Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with one to three years experience or service.
Possession of or ability to readily obtain a valid driver’s license issued by the State of South Dakota for the type of vehicle or equipment operated.
Qualifications
Bachelor’s degree in park, education, recreation administration, public administration or a related field. Two years progressively responsible experience preferred. Certified Pool Operator or the ability to obtain within a year.
