Job description
As the Program Manager 2 (PM2) Non-Technical, within the Weapons Modernization Production Division Office (WMP-DO) Organization you will serve as part of the Weapons Production Integration (WPI) team to support various NA-12 (Office of Stockpile Management) based programs and report directly to a Project-Program Director 5 and Project-Program Director 6 within the Division.
As a PM2 you will work as part of the WPI team within WMP-DO to assist the Los Alamos Production Agency Modernization Programs in the program management of PRT related scope, deliverables, and progression. As the PM2, you will serve as a LANL-PA interface with internal line ogranizations (e.g. DP-DO, PF-DO, FIN-WP, PC-WP-NNP) and the WPI team to ensure integration aspects of our components are managed through the 6.x Process. The PM2 will apply broad working-level knowledge developing, managing, and refining processes to support in the program management integration of the entire NA-12 portfolio within the Los Alamos National Laboratory Production Agency (LANL-PA).
The PM2 will provide leadership, vision, strategic and tactical planning, and overall direction for execution of the NA-12 portfolio, which requires multidisciplinary integration across multiple organizations. As part of the WPI team, you will assist in in broadly defining work scope, schedules, budgets, and funding for program work, priorities, and performance milestones. You will ensure integration with other Laboratory priorities and commitments, including safety, security, environmental compliance, quality, contractor assurance, and business imperatives.
What You Need
Minimum Job Requirements:
Program Management: Knowledge of and experience in program management of technical or operational work, including defining program work scope, schedules, budgets, priorities, and performance milestones; developing cost, scope, and schedule baselines; reporting cost and schedule variance; and managing change control and risk.
Coordination: Working-level knowledge and experience with coordination of NA-12 Program Portfolio scope, including stakeholder coordination (e.g. internally between LANL organization and externally between NNSA/other M&Os.)
LANL: Knowledge of regulatory and Laboratory requirements related to programmatic work of assigned portfolio(s).
Portfolio Knowledge: Working-level knowledge of the PRT related scope, including stakeholder interactions.interfaces, of the WMP-DO assigned portfolio(s).
Communication: Experience in developing and nurturing external and internal customer relationships. Excellent oral and written communication and presentation skills.
Collaboration: Experience in interacting effectively with all levels of external and internal personnel; building trust, gaining consensus, and resolving conflicts.
Education Required: Position requires a Bachelor's Degree from an accredited institution and 5 years of directly related experience; or, an equivalent combination of education and experience directly related to the occupation.
Desired Qualifications:
Stockpile Management: Knowledge and experience with the overall mission for NA-12 (Office of Stockpile Management) based programs within the WMP-DO portfolio.
Communication: Excellent oral and written communication and presentation skills & experience interacting in an effective manner with NNSA and/or other federal customers and other M&Os.
Product Life Cycle: Demonstrated experience in supporting a program or set of programs through the 6.x product life-cycle process (Life Extension Program or Major Alteration experience).
Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.
Position Commitment:Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details
Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.
Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
- Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory.
