THIS RECRUITMENT IS PROMOTIONAL ONLY. YOU MUST PRESENTLY BE A FULL- OR PART-TIME REGULAR OR PROBATIONARY COUNTY OF SONOMA, COMMUNITY DEVELOPMENT COMMISSION, SONOMA COUNTY FAIRGROUNDS, OR SONOMA COUNTY WATER AGENCY EMPLOYEE IN ORDER TO APPLY FOR THIS POSITION.

The Sonoma County Public Infrastructure (SPI) Department, formally the General Services and Transportation and Public Works Departments, has requested a county-wide promotional certification to fill the Deputy Director of Public Infrastructure Administration position.

Under the general direction of the department head, the Deputy Director of Public Infrastructure Administration manages, plans, advises on, and coordinates the services of the Administration Division of SPI which includes accounting and fiscal, centralized county-wide purchasing, communications, customer service, continuity of operations, safety, human resources, information technology, and infrastructure grant services. The position assists in the preparation and implementation of a variety of strategic plans; ensures collaboration and coordination of services with County and external programs and partnerships; leads and supervises professional, technical, and/or support staff in the accomplishment of Division objectives; and may act in the Director's absence.

The ideal candidate for this position has:


  • Comprehensive knowledge of SPI organizational objectives and functions
  • Extensive knowledge of federal, state, and local statutes, regulations, and legislative considerations governing county, state, and/or federally assisted SPI programs and funding sources
  • Thorough knowledge of the principles and practices of effective personnel supervision and management, including the planning and organization of work, and the selection and performance management of employees

Minimum Qualifications

Education and Experience: Any combination of education, training, and professional work experience that would provide an opportunity to acquire the knowledge and abilities listed herein. Normally this would include significant academic coursework and/or training in accounting, government finance, business and/or public administration, human resources, purchasing, or a related field of study; and five years of progressively responsible professional or management-level work experience in the areas of administration, finance, human resources, and/or procurement, including at least three years supervising professional, administrative, or technical staff employees.

License: Possession of a valid driver’s license at the appropriate level including special endorsements, as required by the State of California, may be required depending upon assignment to perform the essential job functions of the position.

Knowledge, Skills, and Abilities

Extensive knowledge of: the principles of public administration, policy, planning, and related services; federal, state, and local statutes, regulations, and legislative considerations governing county, state, and/or federally assisted public infrastructure services programs and funding sources; the organizational objectives and functions of a county public infrastructure department; policy and procedural development and the analysis and evaluation of programs; grant administration, government finance, and budget analysis, formulation, and control.

Thorough knowledge of: the principles and practices of planning and project management; the principles and practices related to purchasing, Requests for Proposals (RFPs), and various aspects of contract negotiation, administration, and compliance; the principles and practices of effective personnel supervision and management, including the planning and organization of work, and the selection and performance management of employees.

Ability to: strategically plan, direct, coordinate, and evaluate the operations of a large diverse organization; develop and implement short and long-range departmental goals, objectives, and policies; effectively supervise, evaluate, and direct the work of professional, technical, and operations support staff; develop and maintain effective working relationships; successfully manage complex assignments; manage, plan, and organize various aspects of work relating to administration, continuity of operations, finance, grant management, purchasing, and general management matters; understand and interpret policies, data, and technical and legal documents; communicate effectively orally and in writing; establish and maintain effective and harmonious working relationships with public officials, County management, employees, boards and commissions, agencies, and other interested parties; develop and support strategic objectives; provide effective leadership, motivate employees and foster an inclusive, equitable, and positive work culture; successfully negotiate and persuade others; exercise initiative, ingenuity, and sound judgment in solving difficult administrative, technical, and personnel problems; be decisive and work independently; be flexible and willing to work effectively under adverse conditions as needed during emergency disaster response and recovery and stressful situations.

The selection procedure will consist of the following examination:

An Application & Supplemental Questionnaire Appraisal Examination (weight 100%) will be conducted to evaluate each applicant's application and supplemental questionnaire for satisfaction of minimum qualifications (pass/not pass); and for educational coursework, training, experience, knowledge, and abilities which relate to this position. Each applicant will be evaluated based on the following criteria:
  • Relevance of work history, related experience, and achieved level of education and/or training as described in the application and responses to the supplemental questions.
Candidates demonstrating possession of the minimum qualifications will be placed on an employment list in order of most qualified to least qualified based on the achieved score received in the Application & Supplemental Questionnaire Appraisal Examination. Scores may be adjusted based on such factors as the number of candidates, anticipated vacancies, past practice, and natural breaks in the scores achieved by this group of candidates.

ADDITIONAL INFORMATION

A background investigation is required prior to employment. Candidates referred to departments for a selection interview are typically required to sign authorization and release forms enabling such an investigation.
